【摘要】 城市公共交通是城市经济和居民生活中最为重要的基础性设施,是城市发展的大动脉。改革开放以来,我国城市公共交通有了较快发展,有力地推动了城市经济发展和人民生活水平的提高。但随着经济社会发展和城镇化进程的加快,我国城市发展与公交建设出现严重不符,各个城市对公交的投入十分有限,造成了公交线路和运力严重不足的现象。为此,不少城市开始对公交融资进行探索。相¨对于城市建设和城镇化进程的不断发展,城市城市公共交通的发展出现了严重的滞后,表现在场站建设、车辆更新改造等方面,其根本原因在支持公交企业发展的资金严重短缺,仅仅依靠政府的投入难以维持公交的生存和发展。特别是群众对城市公共交通服务提出了更高的要求,不再是简单的停留在有车坐的层面上,而是对其方便性、安全性、快捷性、舒适性等均有不同程度的要求。因此,对城市公共交通投融资的研究,已成为越来越多的民众、管理者和研究人员所关注的问题。通过对城市公共交通的投融资研究,可及时发现城市公共交通投资中存在的薄弱环节,以便针对性地完善改进投融资环境,提升公交行业的竞争力和发展力。本文旨在通过对融资方式的介绍,结合公交企业特点,分析国内外公交行业采取的融资方式,重点对BOT融资方式的财务模型进行分析,并对相关案例进行可行性研究,得出影响融资的重要条件。更多还原

【Abstract】 City public traffic is the city economy and residents living in the most important fundamental facilities, is a city development artery. Since the reform and open policy, our country city public transportation had rapidder development, effectively promote the city economic development and the improvement of people’s living standard. But with the economic and social development and the process of urbanization, China’s city development and construction of bus appeared serious discrepancies, each city investment in public transport is very limited, caused the bus lines and capacity shortage phenomenon. Therefore, many city to begin to explore public financing.Compared with the continuous development of city construction and the process of urbanization, the development of city of city public traffic appeared serious lag, the construction vehicle performance, renovation, the fundamental reason in support of the development of public transport enterprises serious shortage of funds, relying on government investment to maintain the survival and development of public transport. Especially, people put forward higher request to the city public transport services, is no longer simply stay in the car sitting on the level, but the convenience, safety, convenience, comfort and so have different requirements on the. Therefore, the investment and financing of city public transportation, has become more and more popular, managers and researchers are concerned with the problem of. Through the study on investment and financing of the city public transportation, can discover the weakness of city public traffic investment, so as to improve the investment environment, enhance competitiveness and development of urban public transit industry.This article aims to financing, combined with the characteristics of public transportation enterprise, take the domestic and foreign public sector financing, analysis the key financial model of BOT financing mode, and to study the feasibility of related cases, the important factors affecting financing.更多还原
