【摘要】 全球金融危机之后世界各国纷纷进行战略转型,将发展重心转向科技创新,重点培育战略性新兴产业,希望借此率先走出危机,在危机重建中获取有利地位。战略性新兴产业是提升国家竞争力的重大战略选择,它的发展将决定国家未来的国际地位,关系国计民生,因此其培育和发展对政府作为提出了具有挑战意义的更高要求。本研究旨在通过对战略性新兴产业及政府作为的相关理论进行系统的整合,构建战略性新兴产业与政府作为之间的关系模式,丰富战略性新兴产业培育与发展的理论研究,同时为战略性新兴产业进一步健康发展,实现新兴产业向支柱产业、主导产业的转化奠定基础,因此主要探索在社会主义市场经济条件下政府应该如何作为来培育并促进战略性新兴产业不断发展,在战略性新兴产业发展中政府作为应该遵循哪些原则,应该从哪些领域入手,需要如何构建相关政策体系等问题。本研究以政治学、经济学、行政管理、政治经济学等学科的相关理论知识为基础,采用文献研究法、规范研究与实证研究相结合的方法、归纳与演绎相结合的方法等研究方法对战略性新兴产业发展中政府作为进行系统研究,以SWOT分析法系统分析我国战略性新兴产业发展的现实状况,把握金融危机后新的时代特征与科学技术发展的新特点,研究我国战略性新兴产业如何把握抢占先机的新机遇,着眼于未来国际格局,明晰我国政府积极作为推动战略性新兴产业发展的战略思路。在社会主义市场经济语境下,以波特钻石模型理论为理论支撑明确我国政府作为的原则及着力点,并探索具有实践应用价值的政策路径。论文第一章从政府作为的理论基础入手,探索政府在战略性新兴产业培育与发展中积极作为的合法性与合理性。第二章对我国战略性新兴产业发展现状做SWOT分析,从宏观上把握我国战略性新兴产业发展的优势、劣势、机遇与挑战,构建研究政府作为的基本现实基础,在此基础上客观评价我国政府作为,总结战略性新兴产业培育与发展中政府作为取得的成绩,发现政府作为的不足之处,并探索其深层次原因。第三章以改善我国战略性新兴产业培育与发展中的政府作为为基本出发点与着眼点,落脚到我国政府积极作为发展战略性新兴产业的可行政策路径。首先明确政府在战略性新兴产业发展中积极作为的原则,然后借鉴波特的钻石模型理论,在我国社会主义市场经济语境下界定战略性新兴产业发展中政府作为的主要领域及基本着力点。最后结合现实与理论的分析,探索我国政府在发展战略性新兴产业中积极作为的政策路径。更多还原

【Abstract】 After the global financial crisis, countries around the world carry out strategic restructuring. They all shift the focus of the development to the technological innovation, especially the strategic emerging industries. Every country hope to take the lead out of the crisis. To develop the strategic emerging industries can help to solve the practical problems, and this is a long-term strategic choice. This Research will Integrate the Theories about the strategic emerging industries and Governmental Action, Build the relationship mode between the strategic emerging industries and the government, and Lay the foundation for The healthy development of strategic emerging industries. Therefore, the dictionary of this research is to explore how the government should act to promote the development of strategic emerging industries, what principles the government should follow, where the government should start from, and how to build policy system.This research is based on knowledge of politics, economics, management, political economics and other related theories. And the study will use literature methodology, the combination normative research and empirical research method, the combination of inductive and deductive methods and other methods. With the SWOT analysis, this research will analysis the conditions of the strategically emerging industries objectively, then grasps the opportunities and avoid the weaknesses to achieve the healthy development. And in the context of the socialist market economy, learn from Porter’s diamond model, the research will study the principle and focus of the governmental action.The first chapter starts from the theory of the governmental action to explore the legitimacy and rationality of the governmental action in the development of strategic emerging industries. The second chapter analysis the conditions of the strategically emerging industries based on the SWOT analysis. Then evaluate the governmental action in the development of strategic emerging industries to summarize the achievements and found deficiencies. The third chapter aims to improve the governmental action. This part explores the principles of governmental action firstly. Then learning from the Porter’s diamond model, and concluding the reality and theory analysis, the research will explore appropriate policies of governmental action in the development of strategic emerging industries.更多还原
