【摘要】 当前,我国正处于经济转轨、社会转型时期,社会变革日新月异,社会问题不断出现,新老矛盾叠加交织,社会发展日益呈现复杂的形态,如何最大限度激发社会活力、增加和谐因素、减少不和谐因素,解决影响社会和谐稳定突出问题,创新推进社会管理成为当前深入推进改革开放的关键点、落实科学发展的突破点、改善社会民生的关注点。信息化是助推社会管理创新的重要手段。本文通过对全国十几个单位实地调研,详细需求分析基础上,并结合当前社会管理政策思想与业务流程,设计和实现了一个高效的社会管理综合治理信息系统平台,构建贯通上下、横向协同、反应快捷、支撑有力的信息化管理体系,有效打破职能部门间的信息壁垒,整合共享信息资源,提高综治管理工作效率。本文讨论了系统构建的复杂性,相关领域国内外研究现状。描述了系统开发所面临的业务应用模式多样化、数据格式不统一、异构数据系统资源整合应用复杂、数据实时共享要求强、信息安全与质量矛盾突出,相关实施标准或导则未出台等问题,并简要说明了系统实现的解决措施和应用技术。.第一,对系统调研情况进行简要说明,明确了系统应用需求目标,分析了系统的性能需求和功能需求。并对系统部署应用的管理模式和业务流程进行设计与说明。第二,在需求分析基础上,进行系统概要设计。说明了系统设计的目标与性能指标,然后对系统框架结构、数据库结构和系统技术架构进行设计。重点进行了核心的地理信息平台、数据交换以及相关接口的设计。系统架构强调了系统的安全性,考虑了系统的可扩展性,可维护性以及共享互联问题。因此,系统按照智慧城市架构体系设计,采用面向服务的体系结构(SOA),将城市的公共视频资源、空间地理数据资源、硬件和网络资源集中管理,搭载系统各部分的组成功能模块。同时,系统架构设计上对系统网络拓扑结构、系统应用部署环境结构进行了设计与说明。第三,进行社会管理综合治理信息系统平台的详细设计。基于应用支撑层的构建模式,插件式设计理念,重点介绍了数据库设计结构与类图,详细设计了系统活动图、ER图等,并进行了描述。在技术实现应用上,对系统测试方法与策略进行详细说明。最后,本文对社会管理综合治理信息系统平台的应用情况作了简单介绍,并对系统进一步改进提出了建议。综上所述,我们在分析业务需求和社会管理综合治理理念的基础上,设计并实现了社会管理综合治理信息系统平台。更多还原

【Abstract】 At present, our country is in economic transition and social transformation period. Social transformations is each passing day, social problems are constantly appeared, old and new contradictions is superimposed intertwined, social development is increasingly showing complex morphological. How to maximize stimulate social vitality, increase harmonious factors and reduce disharmonious factors to address the impact of social harmony and stability outstanding problems, innovative social management? This is the key points how to further promote the reform and opening up. This is the breakthrough point how to implement the scientific development. This is the concerns point how to how to improve the social and livelihood.Information technology is an important means to boost social management innovation.Based on the dozen units nationwide field research, a detailed needs analysis, Social management policy ideas and business processes,we design and implement an efficient information system platform for social management and comprehensive improvement. It builds a through the upper and lower horizontal synergies, and quick response, support powerful information management system. This effectively breaking down information barriers between functional departments, integration and sharing of information resources, improve the comprehensive management management efficiency.This article discusses the complexity of the system construction and related fields research status of Chinese and foreign. This describes some of the problems faced by the system development, such as the diversification of management application mode, the non-uniformity of the data format, the complexity of the integration of resources on heterogeneous data systems, strong requirements of real-time data sharing, outstanding contradiction between the safety and quality of information, unpublished implementation of standards or guidelines, etc. This article briefly describes the solutions to problems and system technology. First, this article briefly describes the research for the system, clear goal of the system on the application requirements, analyze the performance requirements and functional requirements of the system based on detailed research. And design management models and business processes on the system deployment application.Second on the basis of the needs analysis, we have designed the system architecture. It propose the system design goals and performance indicators, and then design the system frame structure, database structure and system technical architecture. At the same time, it focus on the design core geographic information platform, data exchange and related interfaces. The system architecture emphasized the security of the system, considering the scalability of the system, maintainability, and the shared interconnect. Therefore, with design concept of wisdom, we centrally manage the city’s public video resources, geospatial data resources, hardware and network resources, equipped with parts of a system composed of functional modules Using the concept of service-oriented architecture (SOA). At the same time, the system architecture design of the system network topology, the system application deployment environment structure design.Third, the system detailed design. Under construction mode of application support layer, the article follow the plug-in design concept design. the article highlight the database design class diagram, the detailed design of the system activity diagrams, ER diagrams, and a description. Technology applications, we have a detailed description of the methods and strategies of system testing.Finally, the article briefly describes the application of the platform, and further improvements recommendations.In summary, on the basis of the analysis of business needs and the comprehensive management of social management concept, we designed and implemented the Information System Platform for Social Management And Comprehensive Improvement..更多还原
