【摘要】 经济转型是我国当前的主要任务,处于深化阶段,这是一个矛盾多发阶段。面对这些难题,越来越多的学者从文化方面来探索问题的原因和解决对策。探讨文化繁荣与经济转型的关系具有重要的实践意义和时代价值。我国当下的经济转型主要包括三方面的内容：深化改革经济体制；经济发展方式转型；从传统社会向现代社会转型。其中转变经济发展方式是转型的中心任务和当务之急,社会转型是目的和归宿,体制改革是转型是否成功的关键。文化是普遍而又复杂的社会现象,本文的所使用的文化概念是狭义上的文化,主要指精神文化。从理论与实践、历史与现实的角度看,文化繁荣与经济转型相辅相成,二者融合已成为发展的必然趋势。总的来看,文化繁荣与经济转型的关系实质是文化与经济的关系,经济是文化的基础,具有决定作用,文化是经济发展的一个重要变量,具有能动的反作用,文化繁荣是发展的重要目标。经济转型决定文化繁荣,文化影响经济转型的方方面面：作为初始条件和约束条件构成经济转型的基础,渗透到转型内容的每一个方面,影响转型的路径与转型绩效。当前的经济转型面临许多难题,难题的出现有文化方面的原因。经济转型面临的主要问题有：经济体制改革面临政府过度参与、利益集团、市场秩序混乱等阻力；粗放型生产方式、经济结构失衡,内需不足阻碍经济发展方式转变；社会现代化转型面临多重考验。导致这些问题出现的文化原因有以下几点：理论准备不足,缺乏全盘规划；“权力意识”“官本位”思想浓厚；关系本位主导、法治意识淡薄；道德失范现象普遍；实用主义抑制创新意识。为促进经济转型,必须发展转型文化。首先,必须要加强顶层设计与理性精神；其次,要落实“以人为本”的发展理念；第三,以社会主义核心价值体系引领社会道德；第四,构建社会主义市场经济文化基础；第五,大力发展文化产业与文化事业。更多还原

【Abstract】 Economic transition is a major problem in our country. Now the transition has entered the deepening stage, which is full of Various Conflicts. Facing these problems, more and more scholars begin to find the causes and countermeasures from the cultural aspect. Exploring the relationship between the cultural prosperity and economic transition has great practical significance and contemporary value.The current economic transition in our country mainly includes three aspects: deepening reform of economic system; transition of economic development mode; the transition from traditional society to modern society. The transition of economic development mode is the central task and on the priority list. Social transition is the purpose and destination. System reform is the key to the success of the transition. Culture is a common and complex social phenomenon. the culture this paper used, in a narrow sense, mainly refers to the spirit of culture. From the aspects of theory and practice, history and reality, cultural prosperity and economic transition are complementary to each other. The fusion of them has become the inevitable trend of development. On the whole, the relationship of cultural prosperity and economic transition essentially is the relationship of culture and economy. As the basis of culture, economy has a decisive role. Culture is an important variable in economic development, has a counteractive effect on economy and becomes the important goal of development. Economic transition determines the prosperity of culture, and the culture influence the all aspects of economic transition:as the initial and constraint conditions constitutes the basis of economic transition, permeating every aspect of transition, influencing the path and performance of transition.The current transition faces many difficulties. There are many cultural reasons to this. The main problems are:economic system reform facing the resistance of government excessive involvement, interest groups, market disorder; the extensive mode of production, the unbalance of the economic structure, insufficient domestic demand all block up transition of economic development mode; the modernization of society facing multiple challenges. Cultural reasons leading to these problems are as follows:Lack of theoretical preparation and comprehensive planning; power and governmentstandard consciousness; serious relationism and weak law awareness; disordered moral is universal; pragmatism inhibits innovation consciousness.In order to promote economic transition, we must develop the cultural transformation. First of all, we must strengthen the top-level design and rational spirit. Secondly, implement the "people-oriented" development philosophy. Thirdly, build up the system of socialist core values to lead social ethic. Fourthly, build the culture foundation of socialist market economy. Fifthly, vigorously develop the cultural industry and the cultural undertakings.
