【摘要】 随着经济的快速发展,资源消耗越来越大,同时产生了大量的生产生活垃圾,造成了严重的环境污染,对资源进行再生利用是连接资源与环境两大系统的纽带,对提高资源利用效率、缓解资源压力,减少环境污染、实现可持续发展具有重要意义。通过对湖南再生资源产业发展现状与趋势进行综合分析,发现湖南的再生资源种类多、数量大,已经形成了泪罗和永兴一南一北两大再生资源工业基地,全省各地依托自身优势形成了多种再生资源回收利用模式,产业发展具有经济、政策、技术和区位等多方面的有利条件,湖南再生资源产业具有良好的发展基础。通过对该产业产值规模发展潜力进行分析,再生资源产业有可能成为湖南第八大过千亿的产业,为了给再生资源产业发展提供规模、布局和决策依据,提出该省再生资源“两带、五都、百心、万点”的产业发展规模与布局设想,即着力打造湖南省沿京珠高速和沪昆高速的再生资源产业带,重点建设长株潭再制造之都、泪罗铜铝之都、娄底钢都、永兴银都和冷水江锑都等“五都”,选取了100个县(市、区)作为分类处置再生资源的分拣中心,在乡镇和社区街道建设一万个再生资源回收基层站点以构建全省的再生资源回收体系。为给该产业布局的实现提供政策支撑与保障,通过分析湖南再生资源存在的产业发展路径不够清晰,回收体系不够完善等方面的问题,借鉴国内外的成功经验,提出了通过逐步构建起覆盖全省的再生资源回收网络,同时打造再生资源龙头企业等六个方面对策和建议。研究成果为湖南再生资源梳理产业发展思路、营造产业发展良性经济与政策环境,打造再生资源千亿产业集群,助推湖南“四化两型”建设提供参考。更多还原

【Abstract】 With the rapid development of economic and growing resource consumption, generating a large amount of production and living waste simultaneously causes serious environmental pollution. So the renewable resources utilization is connected with resources and environment systems, improving the efficiency of resource usage, alleviating the resources pressure and reducing environmental pollution, which is essentially important to the sustainable development. Through the comprehensive analysis to the current situation and trends of Hunan renewable resource industrial development, founded that the Hunan renewable resources was variously diverse and quantity, its formed Miluo and Yongxing two industrial base of renewable resources. Across the province formed a variety of renewable resources recovery utilization mode based on their own advantages, industrial development has economic、policy、technology、location and many other advantages. Hunan renewable resources industry has a good development foundation. Based on the analysis of the development potential of industrial production value dimensions, renewable resources industry in Hunan has the potential to become the eighth multi-billion industry. In order to offer the development of renewable resources industry proportion, layout and decision-making basis. Putting forward the "two belts-five cities-a hundred centers-ten thousands points" vision of renewable resources industry in Hunan province. Strive to build the renewable resources industry belt along Beijing-Zhuhai expressway and the Shanghai-Kunming expressway in Hunan province. Emphasis to built the Chang-Zhu-Tan remanufacturing city, Miluo copper and aluminum city, Loudi steel city, Yongxing silver city and Lengshuijiang city. Choosed100counties as the renewable resource recycling and sorting centers. Construction ten thousand renewable resources recovery grassroots points in the towns and community, to build complete province of renewable resources recovery network.For provide policy support and guarantee to ensure the realization of the industry layout. Through the analysis, discovered the existing problems in the development of Hunan renewable resources such as industry development path is not clear and recycling system are not perfect etc. Take examples by the domestic and foreign successful experience.
