【摘要】 尽管我国农业经济的整体发展态势良好,但与此同时也逐渐暴露出的各种问题,也制约着我国现代农业发展,制约着统筹城乡发展任务的实现。随着以人为本、全面协调可持续发展口号的提出,农村建设和农村人才开发利用受到了全社会的高度重视。因此,培养农村人才成为了一个至关重要的问题,而其中的重中之重则是在于培养农村科技致富人才。作为一个农业大省,湖南省目前存在着农业科技人员数量少、素质不高,农业科研成果转化率低等问题。因此,加强湖南农村科技致富人才的培养,具有着非常重要的现实意义。本研究从农村科技致富人才概念着手,分析了湖南省农村科技致富人才现状及存在的问题,同时给出了对湖南省培育农村科技致富人才的对策建议,并对农村科技致富人才培育建立相应的评价模型。论文所做的主要工作和所得的研究结论果概括如下：(1)对农村科技致富人才的研究进行了文献综述,对国内有关农村科技致富人才的现状、政府所起的作用以及如何培养人才进行了总结,在理论上对人力资本与经济增长之间的基本思想、模型进行了介绍。(2)分析了农村科技致富人才作用及培育意义。农村科技致富人才能够促进农村经济的发展、加强科技应用的传承和带领农民共同致富。培育农村科技致富人才,适应了现代农业发展、建设社会主义新农村和国际竞争的需要。(3)对湖南省农村科技致富人才培育的现状、问题以及影响因素进行了分析。分析表明,湖南省农村致富人才培育存在着体系、效率、资金等方面的问题,并对养殖户、工艺产业和种植产业的个案进行了分析。接下来,建立相应模型对农村科技致富人才培育效果进行了具体的评价。(4)最后,论文基于实证和理论研究的结果,为湖南省农村科技致富人才培育提供了一些对策建议。更多还原

【Abstract】 Although China’s agricultural economy in rural area has been boosting rapidly, many various problems has been exposed. These problems restricted the development of Modern agriculture severely, imposed more burdens on the balance of rural and urban development. With the slogans that we must always put people first and sustainable development to pursue rapid economic and social achievement and full individual development have been put forward. Rural construction and rural human resources development have paid more attention in our society. Therefore, the training of rural talent has become a crucial problem, while the most important one is to cultivate talents of rural science and technology to become rich. As a big agricultural province, Hunan province is existence the problem of agricultural brainpower amount little, quality is not high, agricultural scientific research achievement is changed rate is low. Therefore, to strengthen Hunan rural science and technology talents, has a very important practical significance.The study start with the rural science and technology talents conception, and then analysis Hunan province’s rural science and technology to become rich talent current situation and the existing problems and its suggestions. Finally, the evaluation model has been build.The main work and conclusions in this paper are summarized as follows:A literature review has been conducted on the rural science and technology to become rich talent research. To make a summary of the relevant domestic rural science and technology personnel’s status quo, the role of government and how to cultivate talents are summarized. In the theory of human capital and economic growth between the basic thought, model are introduced.Secondly, this paper analyzes the role of cultivation about rural science and technology talents for becoming rich and the cultivation of meaning. Its ability to promote rural economic development, enhance the heritage of the application of technology, led farmers to common prosperity. It was adapted to modern agricultural development, in line with China’s building a new socialist countryside, to meet the needs of international competition.Thirdly, current situation, problem and influence factors have been analyzed. The result shows that there are many problems, such as the system, efficiency and funds. And then corresponding model has been built to analysis the situation of cultivation about rural science and technology talents for becoming rich in Hunan.Finally, base on the sample and theory research, some suggestions have been given to rural science and technology talents for becoming rich in Hunan to improve the performance.更多还原
