【摘要】 所谓低碳经济(Low-Carbon Economy),即低能耗、低污染、低排放的经济模式,是指在经济发展过程中,通过加强基础设施建设,调整产业结构,加快技术创新等手段,尽可能地减少能源的消耗,减少碳排放,实现最大经济收益,达到生态环境保护与经济社会发展和谐的一种经济发展模式。科学发展是一种综合、协调的发展,既包括物质方面的发展,像生产力的进步,物质财富的创造,还包括人的全面提高,人的生活环境的真正改善,各种生物和谐地共同生活在地球上,人类社会与自然环境协调发展。国外很多学者对此方面多有建树,例如法国的经济学家佩鲁(Francois Perroux)于1982年提出“新发展观”胡锦涛同志在2003年7月28日的讲话中提出“坚持以人为本,树立全面、协调、可持续的发展观,促进经济社会和人的全面发展”,是中国共产党在近几年的重大战略思想,在2007年10月15日中国共产党第十七次全国代表大会上写入党章,成为中国共产党的指导思想之一,科学发展观是当代中国科学发展的一个重要理论基础。低碳经济与科学发展是辩证统一的,人类自身、社会经济的科学发展以及所依赖的自然环境的可持续需要低碳经济,低碳经济的发展需要科学发展的理念、环境和制度的保障。政府在社会发展中发挥重要作用,尤其在中国,政府的角色更加重要,所以,政府的低碳政策对低碳经济的发展有着举足轻重的作用。企业要承担的社会责任中,其中一个就是保护环境的义务,实现企业的低碳发展,这样既有利于环保,又对企业自身有很大帮助,可以促进企业科技创新。企业要实现低碳发展,可以调整产业结构,实现能源的循环复用和再生利用。以环保为目的非政府组织在低碳经济的发展过程中对理论创新、实践进步做出了巨大贡献。近几年逐渐兴起的社会标准化认证体系对低碳经济的发展有不可忽视的激励作用,低碳发展需要国际交流与合作,需要各国的共同努力。更多还原

【Abstract】 The so-called low-carbon economy (Low-Carbon Economy) is the economy of low power consumption, low pollution, low emission, it is in the process of economic development, through strengthening infrastructure construction, adjusting the industrial structure, technological innovation and other means to reduce energy consumption and carbon emission, and to achieve ecological environmental protection and economic and social development in harmony.Scientific development is a comprehensive, coordinated development of both material progress such as the progress of productive power, the creation of wealth, and including the real improvement of the human living environment, a variety of biological live together in harmony on Earth, both the human society and the natural environment develop. Comrade Hu Jintao’s speech on July28,2003," People-oriented, establishing comprehensive, coordinated and sustainable development concept, to promote a comprehensive economic, social and human development", is Communist Party of China’s major strategic thought in recent years, and is written in the Constitution of the CPC in the Seventeenth CPC National Congress on October15,2007, as one of the guiding ideology of the CPC, the scientific concept of development is one of the theory of scientific development.Low-carbon economy and scientific development is a dialectical unity. The scientific development of human beings, society and economic, sustainable development of natural environment need low-carbon economy. Development needs of low-carbon economy needs the protection of the idea, the environment and the policy of scientific development.Government in social development, do play an important role, especially in China, the Government’s role is more important, therefore, the Government’s low carbon policies on the development of a low carbon economy plays an important role. One of social responsibilities of Company is to protect the environment, the enterprise of low-carbon development, both for environmental protection, and there is a great help for themselves, and promoting business innovation. Enterprises to achieve low carbon development, you can adjust the industrial structure and realizing the cycle of energy. Non-Governmental Organizations for environment work for the purpose of the development a low carbon economy on the theory and practical. In recent years, the social standardized certification system for low-carbon economic can not be ignored. Low-carbon development needs of international exchanges and cooperation and needs the efforts of all countries.更多还原
