【摘要】 随着科技进步和工业化水平的不断提高,全球性的资源与环境问题日趋严重,人与自然的关系变得越来越不和谐。马克思认为资本主义社会极端追求剩余价值生产,毫无节制地攫取资源进行粗放式生产消费,导致各种资源能源过度消耗和一系列生态环境问题,加剧了人与自然的矛盾。中国共产党人高度重视并长期探索生态环境保护和建设问题,从我国生态环境的实际国情出发,运用把马克思主义生态思想理论,不断进行资源节约、生态环境治理保护的实践和理论探索,制定政策法规并加强宣传教育,调整经济发展战略优化产业结构,大力推动生态文明建设。姜春云同志关注、调研和探索生态环境问题,在任山东省委书记期间就已经开始,到中央工作任国务院副总理之后更是如此。他以马克思主义和生态科学理论为指导,系统认识环境污染和生态恶化的历史演变,将生态危机的实质形象而深刻地概况为,气浊、水污、林疏、草稀、地荒、中危、“肾虚”、冰融等八大根本性问题。在大量调查研究基础上,根据实事求是、科学发展和生态优先原则,以偿还生态欠债为基本目标,构思了生态治理的宏观战略、基本观点和具体措施。主张实行有利于保护生态环境的政策体系,完善政绩考核标准和制度,提高国民生态道德文化水平。他的生态思想,尤其是“建设生态文明城市农村”和发展循环经济、建设资源节约环境友好型社会等方面的观点认识,受到政界、学界的积极评价。包括《生态文明与人类发展卷》在内的《姜春云调研文集》,全部刊登在人民网上的“中国共产党新闻”栏目。其中,《关于陕北地区治理水土流失、建设生态农业的调查报告》,江泽民、李鹏、朱镕基等同志都曾作过重要批示。而且,江泽民所作的批示“再造一个山川秀美的西北地区”,成为中国共产党第三代中央领导集体发出我国进行有计划、大规模的生态整治的动员令。姜春云生态思想源于实际调研和长期探索,一些主张和设想在区域环境治理和生态文明建设实践中得到实际应用发展。姜春云生态思想是落实科学发展观和中国化马克思主义成果的一个组成部分,对资源节约环境友好型社会和生态文明建设具有重要的理论和实践价值。更多还原
