【摘要】 化学工业是我国的主要支柱产业之一,目前我国化工经济总量已跃居世界第一位。由于化工生产工艺技术固有的特殊性,基本上每个环节都涉及到危险化学品,由此导致的各类生产安全事故多年来一直居高不下,成为制约化工行业发展的主要瓶颈之一。当前,我国正经历社会转型时期,各种矛盾凸显,加强危险化学品安全管理问题研究,不但有利于促进化学工业持续、快速、健康发展,而且对于保护广大人民群众的生命财产安全,维护社会和谐稳定具有重要的理论和现实意义。本文主要以此为研究对象,综合运用管理学、社会学、工程学等学科知识和文献研究、比较分析等方法,着重从公共危机管理的角度对加强危险化学品安全管理进行了全过程的研究。通过阐述有关理论,分析北京、上海、江苏等地危险化学品安全管理现状,揭示当前存在的突出问题及成因,在进一步介绍国外发达国家实践经验的基础上,预测发展趋势,进而提出相关对策措施。更多还原

【Abstract】 The chemical industry is the main pillar industry of our country, at present our country chemical industry economy gross already jumped house world the first. Because the chemical production process technical particularity, basically each link related to dangerous chemicals. the resulting all kinds of production safety accidents over the years have been high, become the main bottleneck for the development of chemical industry. Current, our country is undergoing social transition period, all kinds of contradictions, strengthen the safety management of dangerous chemical problem research, not only conducive to the promotion of chemical industry to last, fast, healthy progress, but also for the protection of the broad masses of the people’s life and property safety, the maintenance of social harmony and stability is of important theoretical and practical significance. This paper is mainly to study, comprehensive use of management science, sociology, and other disciplines of knowledge engineering, and the literature research, comparative analysis and other methods, emphatically from the angle of public crisis management to strengthen the safety management of dangerous chemicals carried out study on whole process. Through the elaboration of the theory, on the analysis of Beijing, Shanghai, Jiangsu and other dangerous chemicals safety management mode, to reveal the existing problems and causes, in the further introduction of foreign developed countries on the basis of practical experience, prediction of development trend, and then puts forward the countermeasures.更多还原
