【摘要】 改革开放以来,我国市场经济取得了巨大发展,在经济结构调整中,政府更是扮演着主导者作用,伴随着对外开发程度的扩大,各种宏观经济政策将受到更多的国际因素影响。“十二五”时期,全球经济结构将加速调整,新能源、新材料、节能环保等新兴产业有望成为新的经济增长的战略制高点。同时,我国将继续围绕“转方式、调结构”采取一系列政策和措施,工业发展将从主要依靠规模扩张、过度消耗能源资源的粗放发展向注重效率、注重发展质量和效益的可持续发展方向转变。“十二五”时期是我国经济发展方式进一步转变的重要时期,也是我市实施“工业强市”战略、加快新型工业化发展进程的关键时期。面对新形势、新任务,本文以保山市工业经济发展历程作为研究对象,分析了地方政府在工业经济结构调整中作用发挥的不足,提出了在面临的加快发展与调整结构双重任务下,地方政府如何推进工业经济结构调整与升级,实现保山工业经济又好又快发展。更多还原
