高科技园区海外高层次留学人才引进机制研究

【摘要】 “以人为本”是科学发展的核心。坚持“人力资源是第一资源"的理念,落实“人才强国,效能为重”的人才观,是激发人们创造活力的核心理念。当今世界,人才资源已经成为最重要的战略资源,人才在综合国力竞争中越来越具有决定性的意义。在当今科技进步日新月异、经济全球化日趋深入的情况下,站在世界科技前沿和产业高端的海外高层次留学人才越来越成为我国参与国际竞争、实现经济社会全面协调可持续发展的特需资源。大力引进海外高层次留学人才,是短时间内拥有一批世界一流人才‘的重要途径,是进一步扩大开放、提高国际竞争力的迫切需要,是深入贯彻落实科学发展观、建设创新型国家、实现全面建设小康社会奋斗目标的重大举措。2011年12月29日,北京市人力社保局、北京市发改委等部门联合发布《“十二五”时期人才发展规划》,首次公布北京市紧缺专门人才开发目录。目录涉及17类重点领域280个具体行业,不仅包括经济学家、医卫专家、科技领军人物等传统高端人才,也包括处置突发事件的谈判人才、现代物流高管、网络安全公安人员等新型专才首次划定并公布的动态调整的、导向型目录将根据首都产业发展规划和经济发展方式转变的需要,有针对性地实施分行业人才开发专项计划。到2015年,在战略性新兴产业(新一代信息技术、生物、节能环保、新材料、新能源汽车、新能源、航空航天及高端装备制造等)、经济领域(高新技术产业、现代服务业等)、社会领域(教育、卫生等),培养和引进一大批紧缺专门人才。未来北京市吸引海归、引进外地人才、内部培养人才都将以此目录专业为重要参考。早在2009年3月,即国务院批复同意建设中关村国家自主创新示范区,是年4月,北京市批复同意加快建设中关村国家自主创新示范区核心区这一时期,作为全国乃至亚洲的高科技核心区,中关村在海外高层次留学人才引进方面的工作便拉开了发展的新序幕。诚然,在当前全球经济仍受经济危机影响的形势下,如何面对挑战,应对危机,并且把握机会,做好海外人才、特别是高层次留学人才的引进工作成为海淀区建设中关村核心区过程中亟待解决的重要课题。本文在论述国内外有关人才引进机制分析的基础上,从“稀缺性原理、“鲶鱼效应”原理和“层次分析法"原理出发,分析了中关村核心区人才引进现状,阐述了当前经济形势下吸引和聚集海外高层次人才的迫切性和重要性;针对海淀区先行先试的一系列政策和实施办法的分析研究,分析当前形势下海外高层次留学人才在服务中关村核心区建设中发挥的重要作用;通过对现行引进人才机制分析的基础上就如何发挥政府职能作用,完善有关人才引进机制,提出了具体的建议,从而为促进国内各高科技园区引进海外人才‘事业,推动区域经济社会发展提供有益参考。

【Abstract】 "People-oriented" is the core of scientific development. To insist "human resources is the first" concept, and to implement "develop China by Talent, efficiency is the most important" notion are the core concepts to create people’s energy. Human resource has become the most important strategic resources in today’s world, and talent competition in comprehensive national strength is in an increasingly decisive significance. With technological advances and economic globalization are increasing in depth, the overseas talents who standing on the world technology frontier and industrial high level have become the special resources to help our country involving in international competition and achieving comprehensive, coordinated and sustainable economic and social development. Vigorously introduce overseas high-level personnel is the important way to introduce a group of world-class talent in a short time, and is the urgent need to further expand opening up and improve the international competitiveness, and is the major move to thoroughly implement the Scientific Concept of Development, build an innovative country and achieve the goal of building a moderately prosperous society.In Dec29,2011, the departments, which including Beijing human resources and social security bureau and Beijing Municipal Commission of Development and Reform, announced the "Personnel Development Planning during the next national twelfth five-year plan period", which is the first time to announce shortage directory of Beijing special talent development.17key fields and280specific industries were mentioned in the directory, including high-end talents such as economists, medical health experts and science and technology leaders, but also new professionals like the negotiations to emergencies talents, modem logistics executives and network security personnel.According to the needs of the capital industrial development plans and economic development mode change, the directory will implementate the special plan of talent development.Lots of talents will be trained and introduced for the strategic new industry, economic and social field, until2015.The directory will be an important reference for introducing overseas talents, nonlocal personnel and internal training talents.As early as the period of The State Council of the Peoples Republic of China approved the establishment in Zhongguancun Scinece Park of the first National Innovation Demonstration Park in March2009, in the next month, Haidian Science Park was approved by Beijing Municipal Government to be the core zone of Zhongguancun Natioal Innovation Demonstration Park, famous as the area of the high-tec in nation or even in Asia, Zhongguancun has opened a new chapter in introducing overseas high-level talents. Still affected by global economic crisis situation, how to face challenges, coping with crises, and seize the opportunity to introduce overseas talents, especially the introduction of high-level personnel work to serve the development of Zhongguancun have become the urgent subject to be solved.This thesis, based on the analysis of the domestic and foreign personnel recruitment system and beginning with Scarcity Theory, Catfish Effect and Analytic Hierarchy Process, analyses the status quo of The Core Area of Zhongguancun National Innovation Model Park, and discusses the urgency and importance to attract and gather high-level overseas talents; with the analysis of a series of policies and implementation methods from Haidian District Government, it will also describe the important role that high-level overseas talents will play in serving the construction of The Core Area of Zhongguancun National Innovation Model Park in current situation; Through the introduction of the current personnel system, it finally will make some specific recommendations for how the government plays the role and improving the mechanism for the introduction of talents, so as to promote the cause of the introduction of high-level talent, and the building of economic and society,
