【摘要】 公共危机在现代社会经常发生,它会带来大范围的社会动荡和人民财产的巨大损失。目前,我国已经进入了一个公共危机事件的高发期,一方面,自然灾害、安全事故、公共卫生事件、恐怖袭击等突发性公共危机事件的频繁发生,对经济增长、社会安定以及广大人民群众的正常生产生活产生了重大影响；另一方面,发生的公共危机不断地显露出新的特征和发展趋势。因此,关于突发性公共危机事件应急机制的讨论和研究也日益成为世界各国学者和政府部门关注的焦点。但是,当前我国政府和社会仍处在公共危机管理的探索阶段,缺乏有效的措施,尚未构建完善的体系。根据近几年公共危机处置的教训,借鉴国外危机管理的经验来看,我国政府不仅要明确危机中存在的问题,还要有针对性的制度和组织规划,建立一套科学有效的危机控制管理体系,其中公共危机管理中的信息公开制度和相关工作的建立和完善,对推进信息公开的科学化、快速有效的解决和处理公共危机事件有着重要的和积极的作用。随着各级政府信息管理意识的不断增强,以及信息技术在政府工作中的广泛推广和应用,我国政府在公共危机管理过程中的信息公开工作已经取得了一定的成绩,但客观而言,这方面仍然存在不少问题。本文通过对近几年来发生的公共危机事件进行分析,指出当前公共危机管理中在政府信息公开方面存在的突出问题,并从法律制度、现有资源、创新途径、政府与媒体的关系以及知情权意识等层面加以分析,提出建议及对策,以期指导实践,为推进和改善我国政府信息公开工作提供借鉴。更多还原

【Abstract】 Public crisis often happens in modern society, and it will bring in a wide range of social unrest and great loss of people’s property. At present, our country has entered a public crisis’s incidence season. on the one hand, natural disasters, accidents, the public health event, terror attacks and other unexpected public crisis occurs frequently, which greatly affects economic growth, social stability and the masses’normal production and life. On the other hand, public crisis continue to show the new features and development tendency. So, about the discussion and research of the sudden public crisis emergency system,which becomes a focus the world scholars and government departments increasingly paying close attention to. However, about public crisis management, the Chinese government and society is still in the exploration stage, lacking of effective measures, and not building perfect system. According to the lessons of public crisis intervention and foreign crisis management experience in recent years, our government not only makes clear problems existing in the crisis, but also targets the system and organizational planning, and builds a set of scientific and effective crisis control management system, including establishing and improving disclosure system of information and related work in the management of public crisis, which makes an important and effective role in carrying forward the scientific information disclosure, solving and dealing with rapidly and effectively public crisis. As the government at all levels enhance management awareness, especially spread and apply information technology, so we made some progress in information disclosure, particularly for process of public crisis management. But objectively speaking, this still exist some problems. Because of the occurrence of the public crisis in the last few years. This article points out the problem existing the government information disclosure in the current public crisis management, analyzing from the legal system, existing resources and creative ways, and the relationship between the government and the media’s right consciousness,etc. and puts forward some suggestions and countermeasures so as to provide some references in guiding the practice, advancing and improving our government information disclosure.更多还原
