【摘要】 随着土地流转政策的逐渐推行，农民养老保障体系的构建呈现出了多样性和复杂性，但同时土地流转也为我国农民养老保障体系的构建提供了机遇。如何立足于我国国情和农村经济社会发展实际，系统而周详地构建规范化的农民养老保障体系，真正使我国农民消除养老的忧虑，仍然是摆在我国各级政府和理论学界面前的一个重大课题。本文运用了大量的数据资料和调研资料，通过对土地流转背景下中国农民养老保障现状的研究和分析，找出了当前我国农民养老保障的特点、困难和运行中存在的问题。在此基础上，紧密结合当前我国农村经济社会发展和土地流转实际，将我国农民养老保障体系构建模式设计为：以家庭养老为主，土地换保和政府养老为辅，个人储蓄、社会化养老、商业养老为补充的多元化、多层次、有差别的养老保障模式。对养老保障资金的来源、基金运作、建立土地流转市场等方面进行了创新性的探索和分析。本文旨在为我国强农惠农政策的有效实施提供现实依据，为农民养老保障体系的构建提供参考。更多还原

【Abstract】 With the gradual implementation of the land transfer policy, the construction of thefarmers’ old-age security system showing the diversity and complexity, but at the sametime the land transfer for old-age security system for our farmers the opportunity. Bebased upon the actual condition of our country and the rural economy and socialdevelopment, system and carefully constructed standardized farmers age securitysystem, to really make our farmers to eliminate the pension worries, still is a major issuethat placed in front of the governments at all levels and theoretical academic. Used a lotof data and research information, through the research and analysis of the Chinesefarmers ’old-age security status in the context of the land transfer, to identify thecharacteristics, difficulties, and the operation problem of the farmers’ old-age security inChina. On this basis, in close connection with China’s rural economic and socialdevelopment and land transfer practical, China’s farmers’ old-age security systemconstruction model is designed to: Mainly to Family Support, Supplemented by landinsurance and government pension, personal savings, social pension, commercialendowment supplemented by diversified, multi-level difference in old-age securitymodel. The source of the pension security funds, fund operations, the establishment ofthe land transfer market innovative exploration and analysis.
