【摘要】 集体林权制度改革的重要目的是为了促进生态文明建设。针对大理州集体林权制度改革的不完善带来的对生态文明建设挑战，需总结二者间的关系，从理论上归纳其积极影响和负面效应，探索集体林权制度改革促进生产文明建设长效机制，使二者平衡、协调发展。通过前一阶段大理州集体林权改革的不断推进，对生态文明建设以起到了一定程度的积极影响，其原因是社会资本进入是林业朝规模化、产业化、生态化发展的关键，制度创新是激发经济利益主体积极性和创造性的根本法宝，政府引导和扶持是林业朝规模化、生态化发展的保障，州政府通过政策引导林业产业发挥优势，初步形成了规模化、集约化、生态化的林业生产模式，增强了农户的民主、法治意识。与此同时，大理州集体林权制度改革仍然受制于经济发展、改革的配套措施不完善和林农的固有意识等方面，阻碍了生态文明建设和集体林权制度改革的进一步推进。解决二者之间的矛盾，构建集体林权制度改革相互促进生态文明建设的长效机制的措施构建林业经济与生态经济协调发展的认同机制；完善林业经济与生态经济协调发展的组织机制；完善林业经济与生态经济协调发展的利益补偿机制；完善林业经济与生态经济协调发展的保障机制；从而进一步深化集体林权制度改革，促进生态文明建设。更多还原

【Abstract】 The important purpose of Collective forest right system reform is ecological civilization construction. According to Dali prefecture of collective forest right system reform is not perfect the construction of ecological civilization brought challenges, need to summarize the relationship between them, and theoretically sums up the positive effects and negative effects, explore the collective forest tenure reform promoting production civilization construction long-effect mechanism, make both balance and coordinated development. Through the previous stage Dali prefecture collective forest right of the reform of the construction of ecological civilization to play a certain degree of positive influence, System innovation is a key magic weapon to stimulate economical stakeholders’initiative and creativity; the guidance and support of government is the guarantee of forestry toward large-scale and ecological development. Under the policy guidance of state government, the forestry industry makes most of advantage. And it initially formed large-scale, intensive and ecological forestry production mode, enhancing farmers’democratic and legal consciousness.Meanwhile, the collective forest right system reform in Dali is still subject to economic development, imperfect reform measures and the imposition of inherent consciousness etc, hindered the further development of ecological civilization and collective forest right system reform construction. Resolve the conflict between both parts; build the measures of lasting effective mechanism of the reform of collective forest property right system improving ecological civilization construction; build the recognition mechanism of forestry economy and ecological economy’s coordinated development; improve the organization mechanism of forestry economy and ecological economy harmonious development; perfect the benefit compensation mechanism of forestry economy and ecological economy harmonious development; perfect the security mechanism of forestry economy and ecological economy harmonious development.
