【摘要】 中医药是我国的国粹,是传承数千年的优秀传统文化,而我国的中药材则是其中的重要组成部分。建国以来,我国非常重视中药材事业的发展,出台了一系列法律、法规、部门规章以及规范性文件对中药材的管理制度进行规制,对中药材事业的发展,我国的中医药事业的稳固进步起到了积极的作用,但是,我国的中药材事业在生产制度、流通制度、野生中药材资源保护制度等方面依然存在许多体制与机制上的问题,本文从中药材的管理制度入手,首先回顾了建国以来的我国中药材管理制度的历史沿革,从中药材的管理制度及其框架体系的现状,分析现有制度在生产、流通、野生中药材资源保护等方面存在的问题,并分别对欧盟地区、北美地区、亚洲及环太平洋地区的主要中药材使用国家及地区的传统药物管理制度进行分析,在借鉴其他国家及地区的管理制度的先进经验的基础上,结合我国的国情和中药材管理制度的现状,提出了几点符合我国中药材管理特点的制度及制度框架完善设计：从规范中药材种子种苗和产地初加工制度,实行中药材立体生产模式,借鉴韩国人参公社和日本津村集团模式,实行中药材市场分类管理制度,借鉴国外注册审批经验,推广中药材信息发布“成都指数”制度,完善野生中药材资源保护区制度和生产性制度,完善野生中药材资源濒危预警制度,易地和离体保护制度等方面,构建符合我国特点的相对完善的中药材管理制度框架体系。更多还原
