企业信息系统评估研究

【副题名】以天津港石化码头综合信息系统为例

【摘要】 在信息化时代的背景下,信息系统已经成为企业发展所不可或缺的一部分,信息系统的好与坏在一定程度上决定着企业的竞争力,因此对于信息系统的评估对于企业的信息化水平以及企业的发展都显得非常重要。然而,由于信息系统的评估历来存在着难以定量、定性分析的因素,虽然开发了众多适应本企业的信息系统,但是天津港石油化工码头有限公司对于信息系统的评估工作一直是一个空白。因此,本文针对天津港石油化工码头有限公司近期整合原有信息系统所开发的大型综合信息系统,首次采用层次分析法、专家打分法与模糊评价法相结合的评估方法,对该信息系统进行综合定量、定性评估分析,并提出相关发展建议。这不仅填补了公司在信息化这一领域的空白,同时也使得公司的信息化水平更加完善。通过本文的研究,参照包括McCall、 Boehm、 ISO/IEC9126等国内外较为成熟的评价指标体系模型,为天津港石油化工码头有限公司综合信息系统的评估工作建立了包括软件特性、硬件特性、网络特性、投资等四个方面一级指标的新评价体系指标模型,并在此基础上运用层次分析法对于指标模型中各指标进行权重分配,然后运用模糊评价法和专家打分法对该信息系统进行综合评价。通过该方式的评估,不但解决了信息系统定量、定性分析的难题,同时也可以在一定程度上保证整个评估工作的客观科学。在本文研究的评估结果的基础上不但使企业明确了本次信息系统开发的得失,同时也为企业未来信息化的发展总结了经验,并为企业未来信息化发展指明了方向。

【Abstract】 In the information age, Information system has become an integral part of enterprise development. Sometimes the competitiveness of enterprises is event decided by the quality of information system. Therefore the evaluation of the information system is very important to the level of the enterprise’s information technology and enterprise’s development. However it’s always very hard to quantitatively give the evaluation of the information system. Although Tianjin ports petrochemicals terminal developed lots of information system which fixed itself, the evaluation of the information system was still blank. Therefore this study will take the comprehensive information system which is developed by Tianjin port petrochemicals terminal recently as an example, firstly use AHP, expert scoring and fuzzy evaluation to give a quantitative evaluation of this system and suggestion of its’future information development. This study will not only fix the blank of the evaluation of information system field, but also let the level of its’information technology much higher.Reference, including McCall, Boehm, ISO/IEC9126and other excellent evaluation system model, this study builds a new evaluation model including four first level factors which includes software feature, hardware feature, network feature and investment. And based on the newly evaluation model, we use AHP function to establish the index weights. And then we use fuzzy evaluation method and expert scoring function to evaluate this information system. Though this evaluation, we can not only give the quantitative evaluation, but also can keep the evaluation objective. Though this study, enterprise not only can make clear the pros and cons of the information system development, but also Sum up the experience for the future development of information technology and Point out the direction for future information development.
