【摘要】 《中华人民共和国信息公开条例》的实施,标志着我国政府信息公开工作已经迈入了一个新的阶段。一方面,政府信息公开有利于社会主义民主和法制建设的进程、有利于抑制官员的权力腐败、有利于提升政府的办事效率、有利于营造透明型政府的建设等方面。另一方面,作为国家的主人,公民日益高涨的参政议政热情,不断增强的公众民主意识,要求政府开展信息公开。互联网的兴起,促进了我国以电子政务为核心的政府信息化建设的快速发展,为我国政府信息公开工作的开展带来了崭新的发展机遇。电子政府作为一种全新的政府管理和服务模式,它自然也为政府的信息公开活动提供了新的途径和方式。一方面,与传统信息公开的服务模式相比,通过政府门户网站开展信息公开具有成本低、信息获取便捷、政民互动性强等特点。在我国,自1999年开始实施“政府上网工程”以来,政府门户网站已日渐成为政府信息公开的主要方式。公众可以通过访问政府门户网站,方便快捷地获得政府信息服务。另一方面,迅猛发展的信息技术为政府门户网站开展信息公开提供了技术支持。网络传播的及时性、快速性、全面性等特点也为公众广泛参与政府管理创造了良好的外部环境。公众可以通过政府门户网站对政府部门实施监督,为政府决策建言。信息化时代的公民民主参与得到了充分的体现。随着时代的进步和科技的发展,我国政府门户网站在信息公开工作方面取得了一定的成绩,在宣传国家方针政策,开展经济调节,加强社会管理,提供公共服务等方面发挥了积极的作用。但是在公民信息需求与政府信息供给,政民互动等方面仍存在不足之处。因此,应当加强对我国政府门户网站信息公开工作的研究,积极借鉴优秀政府门户网站信息公开工作的经验,促进我国政府门户网站信息公开工作的开展。本文首先从理论上阐述了政府门户网站开展信息公开的主要内容、优势及意义。然后对国内外政府门户网站开展信息公开的现状进行分析,以美国、新加坡为例,总结了国外优秀政府门户网站开展信息公开的经验；通过对我国省级和省会级政府门户网站进行调研,分析了我国政府门户网站开展信息公开方面所取得的成绩和存在的不足,通过对国外优秀政府门户网站的经验借鉴,促进我国政府门户网站信息公开工作的开展。再次,本文以合肥市政府门户网站为例,通过对合肥市政府门户网站的调研,分析了合肥市政府门户网站的基本建设情况和信息公开的现状,然后从公众的角度去设计问卷,通过问卷调查与实证调查相结合,指出合肥市政府门户网站开展信息公开方面所存在的问题,最后提出促进合肥市政府门户网站信息公开建设的发展对策。更多还原

【Abstract】 The enforcement of Information Disclosure Law of the People’s Republic of China marks that the information publicity of Chinese government has entered a new stage. One side, the disclosure of government information is beneficial to the progress of the socialist democratic and legal construction, it also helps to curb the corruption of power, improve the government efficiency and create a transparent government. On the other hand, the rising participation enthusiasm and public awareness of democracy of citizens as masters of the country require the government to carry out information disclosure.The rise of the Internet promotes the informatization construction of China with electronic government affairs as its core. Attracted new development opportunities for our government disclosure work. Electronic government naturally provides a new way for government information publicity activities as a new government management and service mode. One side, compared with the traditional information service mode, the government portal website of information disclosure has the advantages of low cost, convenient access to information, politics civilian interactive and so on. In our country, since the beginning of carrying out "governmental online project" in1999. The government portal website has gradually become the main mode of government information publicity. The public can access to government information service through the government portal website quickly and conveniently. On the other hand, the rapid development of information technology provides technical support information publicity of the government portal website. Network communication also provides the powerful technical support for its features of timeliness, rapidity, comprehension. The public can supervise the implementation of government and advice for the government decision-making. Democratic participation of citizens in information era is reflected.As the progress of time and the development of technological. Our government has got certain achievement in the field of government Information Disclosure. Such as the aspect of promote state policies, carry out economic regulation, reinforce social management, Provide public service having brought the active effect.But there is still a gap in civil information need and government information supplying,the interaction of politics and people. Therefore, we should strengthen the information disclosure of China government portal, learn the experience of excellent government portal and puts forward the corresponding development countermeasures of information disclosure of China government portal website.This paper firstly elaborates on the main content, superiority and the significance of information disclosure through government portal website in theory. And then analyze the advantages of website construction and information of overseas outstanding government portal website such as the United States, Singapore; Then analyze the experience and disadvantages of our government portal website through the government portal websites of our provincial and provinical-level research, Learn valuable experience from outstanding government portal website and reference for the rapid development of information disclosure through government portal website in China. This article takes Hefei City Hall website for example, analysis its infrastructure condition, information disclosure and the status of the existing problems through Investigation and research. Then, design the questionnaire, from the public view, point out the existing problems of information disclosure through Hefei City Hall website finally puts forward the corresponding development countermeasures.更多还原
