【摘要】 新中国成立60多年来,尤其是改革开放30多年的发展,我国经济实力和综合国力显著增强。但是社会建设却明显滞后于经济建设的步伐,社会管理水平和社会管理效果不容乐观,这些问题受到了党和政府的高度重视。当前我国已经进入一个高度关注社会管理的时代,加强社会建设,创新社会管理是现阶段党和政府重要的执政理念和制定方针政策的重要依据。社会管理思想源于我国社会管理的实践,并随着管理实践的变化而变化。我国现在正处在社会转型的关键期,矛盾和问题相互交错,我们对当前的社会管理现状的认识有待于进一步地深化,只有加强对社会管理思想的认识和研究,发展并创新社会管理思想才能更好地认识并解决当前的社会问题,从而促进社会的稳定与和谐。论文主要阐释了十六大以来中国共产党社会管理思想,全文主要包括前言、正文、结语,共分为六大部分。第一部分：前言。此部分主要介绍了社会管理思想研究的背景；研究的目的和意义；相关研究状况；研究的思路和方法。第二部分：社会管理及其在社会主义现代化建设中的重要地位。此部分主要解释了社会和社会管理的含义,并且论述了社会管理现代化是我国社会主义现代化的重要组成部分。第三部分：十六大以来中国共产党社会管理思想主要内容。此部分是论文的重点章节之一,从社会管理思想的指导思想、社会管理的目标、社会管理的主体、社会管理的动力等四个角度全面概括并阐述了十六大以来中国共产党社会管理思想的主要内容。第四部分：十六大以来中国共产党社会管理思想的辩证思维。此部分分为两个部分,第一部分从社会管理的继承性、创新性、民主性、开放性、服务性等五个视角集中论述社会管理在当代社会的五个显著特点。第二部分从社会管理的特征挖掘其蕴藏的辩证思想,即坚持“核心”和“根基”辩证统一、坚持“法治”和“德治”辩证统一、坚持“秩序”和“公平”辩证统一、坚持“利益”和“人民”辩证统一。第五部分：十六大以来中国共产党社会管理思想的当代价值。此部分深入论述了十六大以来中国共产党社会管理思想的理论价值和现实意义,继承和发展了马克思主义的社会管理思想,是中国特色社会主义社会管理体系的指导思想,是全面贯彻落实科学发展观的有力保障,有利于巩固党的执政地位,有利于实现社会主义现代化。第六部分：总结全文。在加强社会管理、社会建设、促进社会和谐的时代背景下以及在马克思主义社会管理思想指引下,中国特色社会主义社会管理思想将进一步的丰富和发展。更多还原

【Abstract】 Since New China has been founded for60years, especially30years reform and opening up,China’s economic and comprehensive national strength have increased significantly, but social construction lagged behind the pace of economic construction, social management and its effects are not optimistic. The government attached great importance to these problems. At this stage of the party and the government, to strengthen social construction and innovate social management are Chinese government’s important concept of governance and an important basis for the development of making guidelines and policies.Social management thoughts originates from practice managed by our country society, and varies with practice managed by our country society.Our country is in the key time of social transformation, contradiction and problem interlaces mutually. Only in this way can we develop and innovate the social management thoughts know much better and perfectly resolve the contradiction and problem in the current time More importantly, it is good to promote our socialist modernization and it is good to consolidate the ruling status of the CPC. Lastly, it is better to serve for constructing the socialist harmonious society.The paper analyses the social management thoughts since the Sixteenth National Congress.The full text includes the preface, text, concluding remarks and it is divided into six major parts.Part Ⅰ is preface. This part mainly introduces the background of the study of social management thoughts; the purpose and significance of study; the status of relevant study; the method and the way of the study.Part Ⅱ:Social management and its important position in socialist modernization and construction. This part mainly explains the meaning of the society, social management.And at the same time, it discuss the social management modernization is an important component in the socialist modernization.Part Ⅲ is the main content of thoughts which belongs to Communist Party of China since the Sixteenth National Congress. This part is one of the main chapters and sections of the paper priority four angle views and the main content having set forth the social management thought since the Sixteenth National Congress. It summarize and discuss the main content of social management thoughts since the Sixteenth National Congress from four angles such as the guiding ideology of social management thoughts, the aim of the social management,the main body of the social management and the driving force of the social management.Part Ⅳ:The dialectical thoughts of Communist Party of China management thoughts since the Sixteenth National Congress. This part is divided into two parts.Part I concentrates on five notable Characteristics of the social management in the modern society and discusses it from five visual angles such as Inheritance, innovation, democratic, open, service. Part II excavates the dialectical thoughts from the characteristic social management t.That is to say that it insists on four dialectical reunifications such as "core and foundation ","rule by law" and "rule of virtue""order" and "fairness","benefits" and "the people".Part V:The Communist Party of China’s social management thought and its contemporary value since the16th National Congress of the CPC. This section deeply discusses social management’s theory value and practical significance which belongs to the Communist Party of China since the16th National Congress of the CPC. It has inherited and developed the theory of Marx’s social management thought. It is the guiding ideology of social management system with Chinese characteristics. It is a powerful guarantee to comprehensively implement the scientific outlook on development. It is beneficial to consolidate the position of the CPC and it is beneficial to realize socialist modernization.Part VI:Summary the whole paper. At the background of strengthening social management, social construction and promoting social harmony, as well as under the guidance of Marxism Social Management, Social Management of socialism with Chinese characteristics will enrich and develop deeply.更多还原
