【摘要】 所谓规划失效是指一个政府或者部门作出的规划决策对城市发展预期的调控和引导作用失去了当初规划方案既定的效力。导致出现规划失效的因素和原因有很多,国内外学术界一直在努力探索导致规划失效的自身或者人为的影响因素,并致力于规划理论、规划方法的改进以及建立合理的实施保障机制等方面的研究。随着我国城镇化建设的持续推进,面对愈来愈复杂的城市社会、经济环境的变化,规划失效现象已经成为我国大中城市边缘区规划决策过程中不得不面对的尴尬与困惑。笔者从新时期大连城市边缘区规划编制及管理过程中出现的种种问题入手,通过对城市规划自身缺陷的反思和对影响规划决策的外部环境两方面进行分析,尝试对大连城市边缘区规划失效现象产生的根源探索解析,并从如何创新规划编制体系,提高规划决策的技术合理性；如何规范规划管理体系,重塑规划的严肃性和权威性；如何配套规划实施的后续政策,重构协同一致的规划外部环境三个方面,对我国城市边缘区规划政策改进提出几点自己的见解和建议。更多还原

【Abstract】 In recent years, the word Inefficiency of Planning frequently appears in various domestic and international newspapers, magazines and other academic journals. Inefficiency of Planning is the lost of the original estimation of the effectiveness of urban development expectation and planning that a government or department has planed or decided. There are lots of reasons that caused Inefficiency of Planning, domestic planning professionals have been trying to explore the root factors from the plan itself or human impact that causes its own failure, and is committed to the improvement planning theory and planning methods, and establishing a rational policy of guarantee mechanism, expecting that planning under the protection of "reasonable" laws and institutions and the premise of "science" really cause effects. However, these efforts did not receive good results. With the continued advance of the urbanization in China, the more complex urban society and changing economic environment, planning failure phenomenon has become the embarrassment and confusion of the planning decision-making process for the marginal zone of large and medium-sized cities in China that have to be faced.The author starts from the problems that appear in the marginal zone of Dalian city in the new era of planning and management process, try to analyze failure phenomenon of Dalian urban fringe area planning and to explore the resolution, through the reflection of their own defects of the Town Planning and the analisis of the impact of planning decisions external environment, to make a few of his own insights and recommendations regarding to the improvement China urban fringe area planning policies.更多还原
