【摘要】 为防止因技术过时和载体老化导致信息资源的被动消失，实现电子文件长期有效可用，迁移是最好的方法。迁移是把数据从一个信息系统或存储介质移到另一个信息系统或介质的过程。它是一种随着技术变化而定期改变数字档案信息格式的处理过程。目前，我国电子文件迁移研究已取得一些成就，数据文件迁移已经在医院、银行、办公等系统中逐步开展实施，国家档案局也印发了《电子档案迁移指南》征求意见稿。但是，每迁移一次就意味着源文件会丢失部分信息，在保真原则的前提下应尽量减少迁移的次数，非必要则不迁移。因此如何确定迁移的时机，在何种前提下管理者需要进行迁移，成为实施迁移的首要问题。只有当电子文件的源技术环境和载体出现问题或现有文件不符合归档要求时我们才进行迁移。如何保持电子文件真实性、完整性和有效性，引导档案管理者顺利的开展迁移工作，是本文研究的主旨所在。本文在已开展的电子文件迁移和实践研究成果的基础上，归纳出电子文件迁移的原则及基本要求，系统提出电子文件迁移的基本流程，并以文本文件、图像文件、音频文件和视频文件为例，分别进行实例演示。更多还原

【Abstract】 In order to prevent because of outdated technology and carrier aging leads toinformation resources passive disappeared, the realization of electronic file long-termeffective availability, migration is the best way.Migration is the process of moving datafrom one information system or storage medium to another.It is a regular change astechnology changes and digital archives information format handling process. Atpresent, our country electronic file transfer studies have made some achievements, thedata file transfer in hospital, bank, office system step by step to carry out, NationalArchives Bureau also issued the" electronic file migration guide" draft. However, eachmigration time means that the source file will lose some information, in the fidelity ofprinciples should minimize migration times, unnecessary not migration. So how todetermine the timing of migration, the premise that managers need to migrate, becomethe implementation of migration of the first issue. Only the electronic file sourcetechnology environment and carrier problems or existing documents do not meet thefiling requirements when we move. The main theme of the thesis is maintained in theelectronic file authenticity, integrity and validity based on the archives management,guide the smooth development of migration.
