【摘要】 抗战期间,随着战争的深入,西北地位日益凸显,由此受到国民政府的高度重视,“建设西北”、“开发西北”的口号高唱入云,一大批考察人员前往西北考察,其中考察规模最大的当为罗家伦率领的西北建设考察团。本人在前人的研究基础上,以罗家伦和西北建设考察团为研究对象,采用文本分析方法,重点论述西北建设考察团组建的背景、罗家伦在西北考察的活动以及罗家伦的考察报告书。通过研究发现,西北建设考察团的派出,正值抗战期间西北战略地位凸显、盛世才还政中央之际,因此国民政府开发西北的出发点主要是为抗战服务,具有应急性。尽管如此,罗家伦仍是带领团队,兢兢业业完成考察任务,同时还担任新疆监察使一职,为促使盛世才转向中央作出一番努力。罗家伦在专业的研究调查基础上提出了一整套建设西北的计划,指出建设西北需要有安定的环境,这就要求巩固国防、团结民族和发展教育,各项建设中交通第一、水利第二。后来由于时局的变化,国民政府无暇顾及西北,报告书被束之高阁,然而罗家伦对西北开发提出的有针对性的措施与设想,在今天中国开发西部之际,依然具有超越时空的参考价值。更多还原

【Abstract】 Durning the anti-Janpanese War Period, Northwest position has become increasingly prominent with the deepening of the war. So the Kuomindang government attaches great importance to Northwest and the slogan of the construction of the Northwest, the Northwest Development chant into the cloud. A large number of inspection personnel to the Northwestern study, which investigated the most effect when the Northwest construction mission led by Luo.Based on the research by the predecessors,the major object is the Luo and Northwest construction misson. This paper used the method of text analysis, focusing on the background of the Northwest construction mission, Luo’s activity in the Northwest, as well as the Luo’s inspection report.Study found that Northwest construction misson sent,when the Northwest strategic position was upsurging during the war,and Sheng was returning the power to the central government. Therefore the starting point of the National Government of the Northwest Development is mainly for the war, with the emergency. Still, Luo led the team to work diligently to complete the inspection task,and act as the mouthpiece of Chiang Kai-shek,maked some effort to Sheng turned to the Central.Luo proposed a complete set of construction plan of the Northwest on the basis of professional investigation.He pointed out that the construction of the Northwest need a stable environment,which required to consolidate national defense,national unity and development of education,and transportation first,water second in various of construction.Later civil war broke out, the National Government attended to the Northwest,so the report was shelved. However,Luo’targeted measures and envisages of Northwest Development still has value beyond time and space in the development of the westerm today,更多还原
