电子政务外包管理研究

Research on the Management of E-government Outsourcing

【摘要】 电子政务外包,是指政府相关部门在实施电子政务项目建设过程中,通过引入市场机制,充分合理的配置资源,将电子政务项目的开发建设、日常运行、维护以及相关服务工作的部分或全部委托给专门的信息技术企业来完成的管理运行模式。电子政务具有项目前期投入高、专业性强、技术更新快;项目涵盖领域广、时空跨度大、工作量大、服务功能变化多、运行稳定性要求强等特点,然而政府部门仅仅依靠所属信息管理部门的力量,很难完成电子政务系统开发、建设和维护,因此引入外包机制发展电子政务成为当前我国电子政务发展的必然要求。本文研究的主要内容包括:(1)理清了电子政务外包的内涵以及其涉及的基本理论,总结了电子政务外包的动因以及电子政务外包对政府组织的意义。(2)围绕是否外包的问题,总结了外包项目的可行性分析要考虑的因素;围绕外包内容和采用何种模式包的问题,分析了影响外包内容确定的因素,电子政务外包项目、外包规模与层次,解决了电子政务外包业务与外包模式匹配的问题。(3)围绕外包给谁,怎么选择外包商的问题,指出了评审项目的构建原则,评选时需考虑的因素以及电子政务外包决标的特点,探讨了外包商的评选方法,总结了电子政务外包商选择的管理与合同签订需要注意的事项。(4)从电子政务外包后的执行监控、绩效评价、项目验收三个方面论述了如何做好电子政务外包后的后续管理工作。(5)结合北京高等法院运维外包的案例分析了其电子政务外包的过程与具体做法,并总结了其成功外包的经验以供外包实践参考。

【Abstract】 The outsourcing of e-government, refers to some or all the work of development and construction of e-government projects, daily operation, maintenance and related services been done by the specialized IT companies through the introduction of market mechanisms. E-government project has features such as high initial investment, fast technical updates, heavy workload, and stable requirements. However, if government rely solely on their own, it is difficult to complete the e-government system development, construction and maintenance. The introduction of outsourcing mechanism becomes an inevitable requirement for the development of e-government. The main contents of this study include:(1) Clarify the concept of e-government outsourcing. Based on the basic theory of outsourcing, summarized the impact of e-government outsourcing to governmental organizations and significance of the e-government outsourcing.(2) Around the issue of whether outsourcing, analyzed the feasibility of e-government outsourcing. Around the issue of the outsourcing content and the mode adopted by e-government outsourcing, analyzed scale and level of it, and solved the matching problem of E-government outsourcing and outsourcing pattern.(3) Around the issue of how to choose outsourcing provider, pointed out the principles of constructing the project evaluation, selection factors needed to be considered and characteristics of e-government outsourcing bidding, discussed the selection method, summarized the E-government outsourcing selection management and contract matters.(4) Discussed how to do a good management job after e-government outsourcing from three aspects such as execution monitoring, performance evaluation and contract acceptance.(5)Through the case of the Beijing High Court operation and maintenance outsourcing, studied the process of e-government outsourcing, and summarized the experience of successful outsourcing for practical reference.
