当代中国政治文明建设研究

【摘要】 政治文明就是政治的不断进步与政治进步过程中所取得的积极成果的总和，它作为人类政治智慧结晶，是社会文明的一个有机组成部分。政治文明是由政治意识文明、政治制度文明、政治行为文明构成，三者相互影响、相互促进，共同推动政治文明的发展。社会主义政治文明是继资本主义政治文明之后人类政治文明的最高阶段，基于中国传统文化的视角研究政治文明，政治文明便是具有中国特色的社会主义政治文明。新中国成立60多年来，党的每一代领导集体始终坚持把马列主义同中国革命和建设的实际相结合，以人民群众的利益为根本出发点，立足国情，开拓创新，与时俱进，在适应经济发展和社会全面进步的基础上走出了一条具有中国特色的社会主义政治文明发展道路，并在不同时期中形成了各具特色的政治文明观。我国的政治文明建设取得了显著的成就：适应社会主义制度的社会主义政治道德得到弘扬，净化了道德风尚，带动社会其他领域的道德健康发展；民主法制建设得到稳步推进，能够调动一切积极因素为建设社会主义服务；改革开放的成功实践和不断深入，使社会主义政治文明具备了向更高层次发展的强大经济基础，为新时期社会主义政治文明的发展准备了良好的条件。我国的社会主义政治文明建设的任务依然沉重。公民政治意识自觉度不高，在一定程度上制约了社会主义政治文明的健康发展；民主政治制度尚待落实到实处；一些政治参与者的政治行为不规范，一方面损害了国家、社会和人民群众的利益，另一方面也极大地阻碍了政治文明建设的不断前进。我们要在弘扬中国传统文化的优良传统基础上，借鉴中国传统文化中的民本思想、德法兼重思想、中庸之道，开展政治文明建设，并且清除中国传统文化的消极因素，抵制腐朽文化意识，坚持政治文明建设的社会主义方向；突破落后思想观念，坚守中国传统文化的民族特色；改革不良文化体制，实现政治文明、传统文化的辩证统一发展，促进政治文明建设。目前中国社会已到了改革的攻坚期和关键期，国际国内的严峻形势对进一步推进社会主义政治文明建设提出了新的更高的要求。首先要开拓创新，推进传统文化的现代性转换；其次要兼容并蓄，吸收人类政治文明丰硕之果；再者要在和谐共进中实现文化、文明的双重构建。社会是文明、文化共同组成的有机体，在进行社会主义政治文明建设过程中坚持以政治文明促进传统文化全新发展，用传统文化的精髓推动政治文明的进步，才能为当代中国的政治文明建设注入源源不断的活力，永葆社会主义政治文明鲜活的生命力。更多还原

【Abstract】 Political civilization is the sum total of the positive results achieved in the continuousprogress and the political progress process. As a crystal of human political wisdom, it is anintegral part of social civilization. Political civilization is composed by political consciouscivilization, political system civilization and political behavior civilization, which influence andpromote each other, and jointly promote the development of political civilization. Socialistpolitical civilization is the highest stage of human political civilization after the capitalistpolitical civilization. Based on the perspective of Chinese traditional culture, the politicalcivilization is a socialist political civilization with Chinese characteristics. It has been more than60years since the founding of China, each generation of collective leadership of the partyalways adhere to the combination of Marxism-Leninism with the Chinese revolution andconstruction practice, take the interests of masses of the people as the fundamental starting point,based on the national conditions, forge ahead in a pioneering spirit, advance with the times, takea development path of socialist political civilization with Chinese characteristics on the basis ofadaptation to the economic development and all-round social progress, and form distinctivepolitical civilization notions at different times.We have made significant achievements in the political civilization construction in ourcountry: the socialist political ethics which adapts to the socialist system has been promoted, andthe morality is purified, which promote the healthy development of the morality in the otherareas of the society. The construction of democracy and legal system has made steady progress,which could mobilize all the positive factors to help the construction of socialism. The successfulpractice and continuous deepening of the reform and opening up policy provides socialistpolitical civilization with strong economic base to a higher level of development, and preparesgood conditions for the development of socialist political civilization in the new era.It is still a hard task to construct of our country’s socialist political civilization. People’spolitical awareness is not enough, which to some extent may restrict the healthy development ofthe socialist political civilization. Democratic political system has yet to be implemented intopractice. Some political participants’ political behaviors are not standardized, which on one hand,damages the interests of the state, the society and the masses, and on the other hand, greatlyhinders the building of the political civilization from continuously moving forward. We shouldcarry out the construction of political civilization on the basis of carrying forward the traditionalChinese culture, learn the Humanistic thought, thought of emphasis on moral and law, andmoderation thought from the traditional Chinese culture, meanwhile, remove the negative factorsin the traditional Chinese culture, resist the decayed cultural awareness, and adhere to the socialist direction of the political civilization construction. We should make a breakthrough inthe backward ideas and notions, and stick to the national characteristics of the traditional Chineseculture. We should make reformation on the unhealthy cultural system, realize the dialecticalunification development of the political civilization and traditional culture, and promote thepolitical civilization construction.The Chinese society nowadays has reached a crucial and critical period of reform, and thegrim international and domestic situations has raised new and higher requirements to furtherpromote socialist political civilization construction. First of all, we should forge ahead in apioneering spirit, and promote the modern transformation of traditional culture. Secondly, weshould be fully inclusive, and absorb the rich fruits of human’s political civilization. Thirdly, weshould achieve the dual construction of culture and civilization harmoniously. The society is oneorganism composed together by civilization and culture, so we should stick to use the politicalcivilization to promote new development of the traditional culture, and use the essence oftraditional culture to promote the progress of political civilization in the process of the socialistpolitical civilization construction, so as to continually inject energy to the political civilizationconstruction in contemporary China, and keep the fresh vitality of the socialist politicalcivilization.更多还原
