【摘要】 历经30多年的改革开放，我国的经济发展取得了极大成就，人民物质生活与精神生活不断提高。然而由于利益结构的调整、社会阶层的分化和政府控制力的下降，转型时期的中国社会出现了一系列的社会问题，群体性突发事件逐渐由非常态变为常态。地方政府在危机公关中起着平息危机、引导公众舆论、塑造政府形象的作用，随着危机公关研究不断深化、法律不断完善、公关能力不断加强，地方政府在危机公关实践中取得了一定成绩。当前我国地方政府在应对群体性突发事件中还存在一些问题，地方政府危机公关意识薄弱、回应不及时而常丢掉处置的最佳时间，信息传播沟通不顺畅、危机公关机制不健全等，损害了地方政府公信力和降低了自身形象，导致了官民关系的紧张。一个合理有效的柔性解决群体性突发事件的方式应该建立在以地方政府为主导的，以沟通谅解为目的的危机公关上面。只有积极运用危机公关的策略，以短期和长期两个维度为立足点，分别从强化公务员危机公关意识、构建危机公关机制、完善新闻发言人制度、打造利益表达和信息沟通双渠道等方面着手，才能以柔性的方式应对群体性突发事件，达到善治的效果。更多还原

【Abstract】 Since initiating the reforms and open policy for more than30years, China’seconomy has achieved tremendous success. The people’s physical life and spirituallife has been improving. However, due to the adjustment of benefits structure, thedifferentiation of social stratum and the control of government are descending.China that is in transition period has caused a series of social problems. Groupincidents have ranged from normal state to abnormal state. The local governmentplays an important role in quelling the crisis，guiding the public opinion andmolding the government image. With deepening the crisis public relations researchand improving the law, the public relations ability has been strengthening. Thelocal government has obtained certain achievement in it.There are still some problems existing in the local government of our countrywhen it faces the sudden affairs, such as the weak consciousness of crisis on publicrelations, responding slowly to the sudden affairs, slacking the mechanism of crisispublic relations etc., which injured the local government’s public trust, loweredtheir image and led to the tension between the government and the public. The waythat is a reasonable effective gentle solution should be based on the localgovernment. They also should play an important role in solving sudden affairs withcrisis public relations. Only using the right strategy of crisis public relations, withthe short date and the long term for stance, to strengthen the official crisis publicrelations consciousness respectively, set up a crisis public relations mechanism,perfect the news spokesman system and create the benefit expression and theinformation communication channel etc. that can we use the gentle way to solvethe burst affairs and achieve good governance effect.更多还原
