【摘要】 关注和扶植残疾人社区体育,不仅有利于残疾人身体康复,而且有利于残疾人的身心健康,从而促进社会的和谐发展。《全民健身计划纲要》的实施,使我国群众体育事业获得迅速发展,残疾人体育也是全民健身实施计划的重要环节,在社区体育上有主要体现。残疾人社区体育发展的好坏是衡量残疾人事业发展状况的重要标准之一。对残疾人社区体育的研究可以更好地帮助残疾人回归社会、参与社会各项活动,使之共享社会和谐成果。本文通过文献资料法、问卷调查法、专家访谈法、数理统计法和逻辑分析法等方法对南京市鼓楼区残疾人社区体育开展现状进行了调查,对影响残疾人参加体育锻炼的相关因素进行了分析,经调查与分析得出以下结论：1适合残疾人的体育场地设施不足或不完善,不能满足残疾人体育健身的需求；2社区残疾人体育健身组织不完善,缺乏积极有效的组织领导机构；3残疾人经济基础差,体育消费意识淡薄；4缺少专业的指导人员,安全和健身效果不能保证；5体育锻炼时间、频次较少；6体育健身方法手段单一,可选择的体育项目较少。另外,本文对鼓楼区残疾人体育组织构成进行了分析,并通过专家访谈和相关资料的研究,提出了残疾人社区体育活动开展模式构想,主要内容包括：以社区为中心的组织管理机；以公共健身中心和学校体育设施为依托的场地设施；以社会体育指导员和体育教师为主的指导人员；以各级财政、商企赞助和福利彩票为主的经费来源；以社区宣传栏、网络为主的媒体宣传渠道。通过对社会学、特殊教育学和体育学等理论的整理,提出个开展残疾人社区体育的基本原则,即“全纳”原则、参与原则、可持续原则、“康复”体育和“福利”体育原则。本文最后结合上述研究,对今后开展残疾人社区体育获得提出以下建议：1健全残疾人群众体育的指导机构和残疾人群众体育组织；2完善公共无障碍设施建设,为残疾人参与社区体育活动创造条件；3加强残疾人社会体育指导员的培养；4积极探索适合残疾人特点的基层残疾人体育的组织方式和活动内容；5着力普及残疾人体育运动,宣传体育科普知识；6完善社会保障体系,为残疾人提供最基本的生活保障。更多还原

【Abstract】 Concerning and fostering the cause of disabled sports is not only conducive to the physical rehabilitation of persons with disabilities, but also conducive to the physical and mental health of people with disabilities, thereby promoting the harmonious development of society. The implementation of the "National Fitness Program" makes the development of China’s mass sports rapidly, disabled sports is also an important part of the national fitness implementation program. Community sports is the main way for disabled persons to participate in sports activities, the development status of disabled community sports is also the important performance of disabled person enterprise development condition. The disabled community sports research can help them to return to society, participate in social activities, and share the achievement of social harmony.The paper investigates the current situation of the disabled community sports in Gulou District through the methods of Literature, questionnaires, expert interviews, mathematical statistics, logic, analysis and other, analyses the factors that affect persons with disabilities participate in physical exercises, by the study and analysis here are the following conclusions:1. The suitable playground and facilities for people with disabilities is missing and imperfect, which can not meet the needs of the disabled fitness;2. Community disabled sports fitness organization is imperfect, and lack an active and effective organization and leadership;3. Most of the disabled are poor economic base and are weak awareness of sports consumption;4. Lack of professional guidance safety and health effects can not be guaranteed;5. The time and frequency of the exercise is less;6. The fitness methods is single, the sport that can choose is less. In addition this paper analyses the disabled sports organization of Gulou District, and through expert interviews and related information, puts forward the disabled community sports development idea mode, and the main contents include: community-centered organization and management mechanisms; public health centers and schools sports facilities rely on the venues and facilities; based social sports instructors and physical education teachers, guidance staff; budgets at all levels, the business sponsor and welfare lottery-based sources of funding; to the community bulletin boards, network the main media channels. Through to the sociology, special education and sports study of theory arrange, puts forward a disabled community sports in the basic principle, namely "inclusive" principle, participation principle, principle, the sustainable "rehabilitation" sports and "welfare" sports principle.Finally, based on the above research, the future of community sports and puts forward a proposal for the disabled:1Sound in disabled sports guidance mechanism and disabled mass sports organization;2Increase financial support, ensure the sports venues, construction of barrier-free;3Enhancing the development of social sports instructors;4Actively explore for the characteristics of the disabled sports organizations and grassroots activities;5Focus on the popularity of the disabled sports, sports knowledge of popular science propaganda.6Perfect social security system, providing the basic living security.更多还原
