【摘要】 伴随着我国经济的发展,农村基层选举与自治已经进行了三十年,从试点到全面推广,取得了很大的成绩。然而,长期以来,有一种观念认为：经济发展推动农村选举和自治的发展。事实是否是这样呢?基于此,我们选择经济发达,富裕的农村作为案例,来探讨这个问题。深圳沙井街道沙一农村社区作为个案具有相当代表性。沙井城市化和经济迅速发展,经济较发达,农民富裕,然而其他方面却呈现和中国农村相同或者类似的特点。我国要进行新农村建设,需要吸取沙井模式问题的经验教训。沙井民主选举出现了重大问题,使得我们不得不重新思考经济发展与民主关系经典理论问题。这就要求我们重新反思经济决定论,换言之,单纯的经济发展并不能带来民主选举。从历史主义的视角来对当前农村选举和自治来做评价,农村选举和自治在维持农村稳定、促进农民权益保障等方面都起了重要作用,虽然农村选举和自治中出现种种问题,但是作用还是积极的。接着我们对农村选举的由来进行考察,对农村选举和自治的外部条件进行探析。随之,我们运用利益分析方法,分析基层政府、村干部、村民等相关利益主体的行为和行动,还原农村选举实然形态。从而界定农村选举和自治的目标,即多元利益博弈互动的格局。最后,提出一些建设性的对策。更多还原
