土地利用总体规划空间数据库质量控制方法研究

【摘要】 土地利用总体规划空间数据库(以下简称“规划空间数据库”)是土地利用总体规划修编的重要成果之一,也是土地利用总体规划数据库的重要组成部分。规划空间数据库存储了大量的、逻辑关系复杂的空间数据,容易出现数据完整性、数据准确性、数据一致性等质量问题。这些质量问题往往需要耗费大量的人力、物力进行处理修正。因此,规划空间数据库质量控制是土地利用总体规划数据建库的核心和难点,也是提高土地利用总体规划数据库建设效率、确保规划成果编制质量的关键环节。开展规划空间数据库质量控制的内容和方法研究,对土地利用总体规划数据库的顺利建设十分必要。基于此,本研究以规划空间数据库的质量控制为研究内容,在GIS(Geographic Information System,地理信息系统)和空间数据库技术的支撑下,根据规划空间数据库的内容和土地利用规划的业务规则,从质量检查和质量问题修复等两个主要方面,对规划空间数据库的质量控制的内容和方法进行研究。论文的主要研究内容包括:(1)规划空间数据库质量控制内容分析。分析规划空间数据库的内容和特点,讨论规划空间数据库的质量描述元素和质量问题来源,明确规划空间数据库质量控制的内容与流程。(2)规划空间数据库质量检查方法研究。通过分析规划空间数据库质量检查的内容,确定质量检查规则和检查方法,建立检查内容—检查规则—检查方法相关联的质量检查体系。(3)规划空间数据库质量问题修复方法研究。分析规划空间数据库的质量问题修复的原则和流程,基于数据库模板匹配、空间关系分析、拓扑关系重建和数据再生产等技术,探索典型质量问题的修复方法,并对质量问题修复的效果进行应用验证。研究表明,以规划空间数据库的特点和土地利用规划的业务规则为基础,建立检查内容—检查规则—检查方法相关联的规划空间数据库质量检查体系,并设计快速、准确地修复典型质量问题的流程和方法,能够提高规划空间数据库建设的质量和效率。本研究通过多个地方的新一轮土地利用总体规划数据库建库的实践,验证了该方法可以有效地服务于规划空间数据库的建设。

【Abstract】 The spatial database of general land use planning (hereinafter referred to as "planning spatial database") is one of the important achievements of general land use planning, and also an important part of general land use planning database. There is a large amount of spatial data which has complex logical relationship in planning spatial database. Then many data quality problems occur easily, such as data integrity, data accuracy, data consistency and so on. These quality problems often need to spend a lot of manpower and material resources to deal with. Therefore, planning spatial database quality control is the key and difficult point of general land use planning database building, also the key link of improving the general land use planning database building efficiency and ensuring the quality of planning achievements. It is necessary to carry out research of the content and methods of planning spatial database quality control for general land use planning database building smoothlyAbove all, in support of GIS (Geographic Information System, Geographic Information System) and spatial database technology, according to planning spatial database contents and land use planning business rules, the paper takes planning spatial database quality control as research content, discusses the contents and methods of planning spatial database quality control from two different aspects, data quality inspection and quality problems repairing.The main research contents include:(1) The analysis of planning spatial database quality control content. Through analysis of planning spatial database contents and characteristics, discussion of the quality described elements and quality problems sources of planning spatial database, the research confirms content and process of planning spatial database quality control.(2) Study on quality inspection methods of planning spatial database. Through the analysis of planning spatial database inspection content, and study on quality inspection rules and methods, then to establish the data quality inspection system based on inspection contents, inspection rules, and inspection methods associated.(3) Study on repairing methods of planning spatial database. Firstly, the paper analyses principles and process of data quality problems repairing of planning spatial database. Then, the paper explores repairing methods of typical quality problems, based on technology methods of database template matching, spatial relationship analysis, topological relationship reconstruction and data reproduction and so on. Lastly, the paper gives an application testing of effects of dada quality problems repairing.The research shows that, on the basis of the characteristics of planning spatial database and land use planning business rules, to establish the data quality inspection system based on inspection contents, inspection rules, and inspection methods associated, and design quick and accurate repairing process and methods of typical data quality problems, can improve the quality and efficiency of planning spatial database building. This study has been applied in the new round of land use planning database building work in several places, which verifies that this method can serve planning spatial database building effectively.
