基于GIS技术的内蒙古气象基础业务系统开发应用

【摘要】 气象数据具有空间特征、时间特征以及属性特征,是一种典型的空间数据。本课题通过系统调研、需求分析,给出了气象数据处理及空间分析的设计目标,提出了基于GIS技术的总体设计和解决方案,并且实现了该系统。本系统以Microsoft.NET为框架,应用Visual C#编程语言,采用国际上先进的ArcGIS Engine9.3二次开发技术为GIS功能支撑,将气象领域所常用的多种数据进行了集成与应用。系统的主要功能包括如下几个部分:第一,建立了内蒙古气象业务信息数据库;第二,建立了内蒙古气象历史资料统计分析子系统;第三,建立了全区三级基于GIS气象服务综合应用子系统。其中,内蒙古气象历史资料统计分析子系统基于全区所有气象台站各要素的逐时实时资料数据和逐日资料数据以及相应的管理信息数据实现了历史数据的查询、统计和分析,包括数据查询、常规数据统计、主要气候状况、历史上的今天、气候数据统计、专业数据统计、台站信息和特征值7个主要功能。全区三级基于GIS气象服务综合应用子系统以地理信息数据、气象数据为基础,GIS技术为支撑,气象服务需求为导向,实现了气象监测信息、预测预报预警信息的实时显示与分析,在GIS功能支持下与气象实况、气象预报预测产品叠加分析查询,任意区域社会经济信息、农牧业生产信息空间统计分析查询以及绘制图表、制作各类定量化服务产品等功能。通过构建内蒙古气象基础业务系统,将基础地理信息数据、正射遥感影像、数字高程模型等已有数据集应用到气象业务与服务工作中去,并且应用地理信息系统技术实现了气象信息的再生产,提高了气象服务的针对性,明确了服务的区域特点,具有很高的实用价值。

【Abstract】 Meteorological data which has space characteristics, time characteristics and attribute characteristics is a kind of typical spatial data. Through the system research, needs analysis, this topic gave the design goal of the meteorological data processing and spatial analysis, and put forward overall design and solutions which were based on GIS technology, and realized the system.Using the Microsoft.net framework and Visual C#programming language, and providing the international advanced ArcGIS Engine9.3second development technology as support of GIS function, this system integrated and applied many kinds of commonly used data in the meteorological field. The main functions of the system including the following several parts:First, it has established the Inner Mongolia meteorological basic information database; Second, it has set up the Inner Mongolia agriculture meteorological data statistics system; Third, it has set up meteorological service comprehensive application subsystem which is based on GIS for the autonomous region level3.Among them, the Inner Mongolia meteorological historical data statistics system realized the function of the inquiry, statistics and analysis with the historical data based on the following data:All meteorological stations’hourly real-time data of each element and daily information data, and the corresponding management information data. While Agricultural meteorological data statistics system mainly includes the seven major functions such as data query, normal data statistics, the main climate condition, on the history of today, climate data statistics, professional data statistics, station information and characteristic value, etc. and based on the GIS technology for support, and oriented by the weather service demand, meteorological service comprehensive application subsystem which is based on GIS for the autonomous region level3realized the following functions such as weather monitoring information, real-time display and analysis of prediction and warning information, analysis and inquires with meteorological live information and weather forecast predict products based on GIS, any regional social economic information, space statistics and analysis of farming and animal husbandry production information, draw diagrams, production of various types of quantitative service products, etc.By constructing the Inner Mongolia fundamental geographic information platform, we have applicated the existing data sets such as the fundamental geographic information data, normal incidence remote sensing image, and digital elevation model to meteorological operations and service work. The fundamental geographic information data, normal incidence remote sensing image, digital elevation model, and by application geographic information system technology we have realized the reproduction of the meteorological information, and improved the aim of weather service, and had explicit area service characteristic, this system has higher practical value.
