通辽市生活垃圾填埋场场址适宜性评价

Suitability Assessment of Domestic Refuse Landfill Site in Tongliao City

【摘要】 随着改革开放,我国社会经济得到迅速发展,物质生活水平得到了不断的完善,城市化的步伐也不断加快,城市生活垃圾数量也在增加。据第一次全国污染源普查公报统计,截止到2007年12月全国垃圾处理总量1.69亿t,其中垃圾填埋量1.53亿t,占总量的90.5%。垃圾填埋厂2353座。由此可见,我国城市垃圾处理的主要方法是垃圾填埋处理。填埋场场址选择则是填埋场建设中一个非常重要的环节和至关重要的第一步,它涉及到环境学、工程学、经济学、社会及法律等多方面因素。城市垃圾填埋场选址适宜性分析的常用的评价方法有层次分析法(AHP)、地理信息系统(GIS)、模糊综合评价法、灰色聚类法等方法。本文选用层次分析法对通辽市垃圾填埋场的选址进行适宜性评价。本文依据备选填埋场场地的选取要求,以国内有关填埋场选址的相关法律法规、标准为准则,充分考虑影响选址的各种因素。根据地质因素、水文因素、自然环境因素和社会环境因素等综合考虑,初步选定了3个通辽市垃圾填埋场的备选场址:科尔泌区清河乡西伯营子场址、佟德店建华砖瓦厂废弃地场址及科尔沁区清河乡三合堂村场址。运用层次分析法对通辽市垃圾填埋场的场址进行适宜性评价优选,评价时将地理环境和位置、交通运输条件、环境地质条件、环境保护要求、场地建设条件等条件作为评价的具体标准,通过场地评价影响因子及采用线性加权函数数学模型计算各备选场址的综合得分。评价结果表明,3个备选场址综合得分排在第一位的是清河乡西伯营子场址,综合得分为73.91,按照适宜性等级标准,该场址为较适宜性场地;其次是清河乡三合堂村场址,综合得分为71.40,也为较适宜性场地;最后是佟德店建华砖瓦厂废弃地场址,综合得分为66.36,为勉强适宜场地。3个备选场址中清河乡西伯营子场址为最佳场址。本文综合考虑了垃圾填埋场选址的影响因素,运用层次分析法对通辽市垃圾填埋的备选场址进行了优选,选出了最佳场址,为通辽市确定最优填埋场提供了科学依据。

【Abstract】 Along with the deepening of reform and opening up, Chinese social economy hasachieved a rapid development, and the people’s material life level also keeps growing. Withthe accelerating urbanization, the output of urban living garbage is increasing. According tothe statistics of the first national pollution source census bulletin, the national total garbagedisposal reached to1.69billion tons by the end of2007. The volume of waste landfillachieved to1.53billion tons, which accounted for90.5%of the total garbage disposal. So far,our country has2353city landfill plants, and which is the main treatment way of garbage.The site selection of landfill is the first step of the construction of waste landfill, whichinvolves environmental science, engin ring, economics, social and legal aspects, and so on.Common used evaluation method of city garbage landfill site suitability analysisincludes Analytic Hierarchy Process (AHP), Geographic Information System (GIS), fuzzycomprehensive evaluation method, and Grey Clustering Method, etc. This passage used AHPmethod to evaluate the suitability of Tongliao City garbage landfill selection.According to the selection requirement of garbage landfill, and based on the relatedlaws, regulations and standards of national garbage landfill site selection, this passage fullyconsidered various factors of site selection. Thinking about the geological factor,hydrological factor, natural and social environment factors, we primarily choose3alternativesites in Tongliao: the site at Xiboyingzi, Qinghe Town, Keerqin District; Tongde DianJianhua Bricks Factory Abandoned site; and the site at Sanhetang Village, Qinghe Town,Keerqin District. Using AHP method, I made optimized selection to the suitability ofTongliao City garbage landfill. During the evaluation, I made the standards after consideringgeographical environment and location, traffic conditions, geological environment,environmental protection requirements, site construction conditions and other conditions,through site evaluation factors and by using linear weighted function mathematical modelfor the calculation of the various alternative site comprehensive scoring. The evaluationresults indicate that, among the3alternative sites, the site at Xiboyingzi, Qinghe Town,Keerqin District is ranked first with comprehensive score of73.91, according to thesuitability of the grading standards, which is the most suitable site; the second one is the siteat Sanhetang Village, Qinghe Town, Keerqin District, with comprehensive score of71.40, which is also a suitable site; the last one is Tongde Dian Jianhua Bricks Factory Abandonedsite, with comprehensive score of66.36, which is a barely suitable site. So the site atXiboyingzi, Qinghe Town, Keerqin District is the most suitable site.This passage comprehensively considered the factors of landfill site selection, used theAHP method to select a most suitable site for Tongliao City landfill site. This had provided ascientific proof for selecting Tongliao City landfill site.
