【摘要】 文化是一个国家发展和进步的重要标志，是国家综合国力竞争的重要方面。也正是鉴于此，任何一个国家和民族都非常重视文化建设，我国也不例外。我国作为一个农业大国，历来十分重视农业、农村、农民问题。如今“三农”问题始终是关系党和人民事业发展的全局性以及根本性问题，正所谓“农业丰则基础强，农民富则国家盛，农村稳则社会安，”但目前“三农问题”仍然是制约我国经济和社会发展的主要障碍。改革开放以来，我国农村经济生活和政治生活已经发生了翻天覆地的变化，但广大的农村地区的文化建设却显得相对薄弱，现有的农村文化建设远远不能满足农民的文化需求，因此也就制约了整个农村的发展。党的十六届五中全会明确提出了要进行社会主义新农村建设，这是党中央根据科学发展观的要求，为实现全面建设小康社会的目标所做出的重要决定。党的十七大报告提出要推进文化创新，尤其要加强社区和乡村文化设施建设。接下来党的十七届三中全认真贯彻了十七大的精神，提出了在新形势下推进农村改革发展的若干重大问题，建立促进城乡经济社会发展一体化制度；并着重强调繁荣农村文化，以满足人们日益增长的精神文化需求。党的十七届六中全会提出了要继续深化文化体制的改革、促进社会主义文化的大发展和大繁荣，尤其提出要缩小城乡文化差距，加快城乡文化的一体化发展。因此，在新时期加强农村文化建设具有重要和理论意义和现实指导意义。基于我国新时期的时代背景及其党和国家对于文化建设发展的内在要求，本文通过运用文献研究法、历史研究法以及理论与实践相结合的方法对新时期我国农村文化建设的相关问题进行分析和研究，全文一共分为四部分：第一部分是引言，包括论文的选题目的及意义、国内、外研究综述、研究方法及创新点。第二部分对与农村文化建设相关概念进行界定，并借鉴传统文化、马克思主义经典作家及中国共产党对于文化建设和农村文化建设相关论述，作为本文写作的理论渊源。第三部分重点对新时期我国农村文化建设现状进行分析，包括农村文化建设进程中取得的成就、存在的主要问题，并从主、客观以及历史等方面的因素对问题进行原因分析。第四部分是本文的重点也是难点，根据第三部分的论述和思考，结合我国新时期的实际情况，从宏观和微观等角度提出解决新时期农村文化建设问题的对策和路径。更多还原

【Abstract】 Culture is a source of national cohesion and creativity is an important factor in competitionof comprehensive national strength, is an important symbol of a country’s development andprogress. It is in view of this, any one country and the nation attaches great importance tocultural construction, China is no exception. China, as a large agricultural country, has alwaysattached great importance to agriculture, rural areas and farmers. The“three rural”issue hasalways been global and fundamental problems of the relationship between the party and peopledevelopment is the so-called "agricultural abundance basis, farmers rich countries withpowerful and prosperous, rural stability of social security," but the "three rural issues "remains amajor obstacle restricting China’s economic and social development. Since the reform andopening up, China’s rural economy and political life has undergone enormous changes, but thecultural construction of the vast rural areas is relatively weak, the existing rural culturalconstruction is far from being able to meet the cultural needs of farmers and, therefore, restrictthe entire rural development.Plenum of the party’s clear to the construction of a new socialist countryside, which is theCPC Central Committee, in order to achieve the goal of building a moderately prosperoussociety in accordance with the requirements of the scientific concept of development to makeimportant decisions. Therefore, in the new period,strengthening cultural construction in rural areas is important and theoretical significance andpractical significance. Based on the historical background and its party and the state of our new era for thedevelopment of cultural construction in, through the use of documentary research, historicalresearch and theory and practice of the method of combining the cultural construction of thenew era of rural and research, the text is divided into a total of four parts: the first part focuseson the topics of the papers the purpose and significance. The second part defines the concept ofcultural construction in rural areas and drawing on traditional culture, the discourse of theclassic writers of Marxism and the Communist Party of China for the cultural construction andrural cultural construction, as of this writing, the theoretical origins. The third sectionsummarizes the main achievements in the construction process of rural culture in the New andexisting problems, and the reason for the problems. The fourth part is the focus of this paper isdifficult for the third part of the Thinking, combining the current situation, from the macro andmicro strategies and paths of the rural cultural construction in the new era.更多还原
