【摘要】 民主政治建设是我国建设有中国特色社会主义事业的重要组成部分。作为领导核心的中国共产党从建党之初就认识到人民力量的伟大，善于发动群众的积极性和主动性，将“人民当家作主”作为党的宗旨，这与国民党“城市精英党”在性质上有根本区别。革命战争时期，中国共产党在农村的许多政策都体现出了高度的民主性和参与性，发掘出了民主所蕴含的巨大创造性和优越性，可以说正是由于中国共产党与人民群众的这种密切联系，才造就了一个真正代表人民的社会主义国家。新中国成立后，我国的基层民主建设进行了积极的探索，期间也经历了挫折和反复，经验和教训告诉我们，民主与法治必须携手共进，没有制度规范的民主是无序的民主，这种无序状态的蔓延必将威胁到国家和社会稳定发展的大局，我国对待民主的这种谨慎态度决定了我国通过走渐进的发展道路来推进我国的民主事业发展，事实证明这种方法有效地化解了民主化过程中往往会产生的社会不稳定问题。当前我国的民主建设在基层已经取得了明显成效。我国民主政治建设的发展具有不平衡性，城乡之间，地区之间的差异比较大，为了实现具体问题具体分析，本文选取河南省孟州市为研究对象进行分析，首先梳理了当地农村民主政治建设的发展历程，我国农村基层民主建设在经历了短暂春天之后曾遇到重大挫折，改革开放之后党和国家吸取经验教训，开始走渐进的发展道路，实践证明在党的领导下农村在基层民主方面的有益尝试取得了重要成果，农村的面貌焕然一新。但是民主对于我国来说毕竟是个舶来品，其发展还很不完善，在村民自治的实践中不可避免的产生了一些问题和矛盾，有些问题还比较严重，比如各种不正当竞选手段的出现，家族势力操纵选举，自治组织流于形式等，本文通过分析这些问题和矛盾爆发的村落所具有的特点，试图能够有针对性的提出一些对策和建议。我国虽然地区间民主政治发展水平各不相同，所面临的问题也各有侧重，但是本文所选取的研究对象可以说是我国农村民主政治的一个缩影，对其进行研究和探索，对于我国农村基层民主建设有一定的借鉴意义和参考价值。更多还原

【Abstract】 The construction of democratic politics is an important part of the greatcareer of socialism with Chinese characteristics. Chinese Communist Party , asthe leadership core has recognized the great power of the people since its verybeginning of founding, who are good at mobilizing the masses’enthusiasm andinitiative and has taken the ideal of "people are the masters" as the purpose of theparty, which is fundamentally different from nationalist party’s "Urban EliteParty". In Revolutionary War, many rural politics made by CPC have reflected ahigh degree of democracy and people participation and explored enormouscreativity and superiority of the democracy. It is the precisely intimate bondbetween the Chinese Communist Party and the people that created a true socialistcountry that are the precise representative of the people.Since the founding of PRC, though with frustrations and repetitions, Chinesedemocratic construction at the basic level has made active exploring. But theexperiences and lessons learnt from the past show that the democracy and theconstitutionality must go hand-by-hand. The democracy without rules is somekind of disorder, whose spreading is bound to threaten to the national and socialstability. The discreet attitude towards democracy in China determines theprogressive path of development of democracy in our country and it has beenproved that this method can resolve problems of disability in the process ofdemocracy. We have made great achievements in the democratic construction at the basic levelThe development of our country’s democratic and political construction isimbalanced and the differences are relatively large differences between urban andrural areas and from regions to regions .To analyze specific issues,the paperchoose Mengzhou,Henan Province as the research object. First, the thesissummarizes the local rural history of democratic politics development: after ashort period of prosperity, our national rural democracy and political constructionused to get frustrated and after the reform and opening policy, CPC and thegovernment began to learn the lessons and start the progressive path. Practiceshave proved a useful attempt of rural grassroots democracy under the leadershipof the party has important achievements and made the rural regions changeincredibly. However, democracy is exotic to us and its development is still on theway and some inevitable problems and conflicts occurred in the practice ofvillagers’ autonomy administration and some of them are serious, for example,means of smear campaign, powerful family manipulating elections, a mereformality of autonomous organizations etc.By analyzing the characteristicsof the villages where these problems and conflicts happened, accordingly thethesis tries to propose some countermeasures and suggestions. Althoughthe level of regional democratic political development varies from region toregion and the problems faced also have different emphases, but theselected object can be said to be a microcosm of the rural democratic politics ofthe basic level and it will be meaningful and valuable to proposesome countermeasures and suggestions by analyzing and studyingthe characteristics of the villages.更多还原
