智能化操作票系统的开发及应用

【摘要】 操作票制度是电力系统安全运行的重要措施和保证,编写操作票是电力系统调度人员日常最重要的工作之一。因此,开出高质量的操作票,对于电力系统安全稳定运行具有重大的意义。目前大部分操作票系统大都只能对一些简单的调度任务进行自动推理生成,对于复杂的调度任务大多是以机代笔,而且其安全校核功能的实现也不是很完全,另外很多系统采用离线式开发,需要自行维护图形和模型数据。随着电网规模的日益扩大和大运行体系的推广,调度中心所管辖的电网设备越来越多,倒闸操作更加频繁,对供电可靠性要求也越来越高。在这种情况下,当前的操作票自动生成系统已经不能满足智能电网管理模式的需要。因此,开发一套系统应用一体化、智能化和面向流程化的操作票系统一个值得深入研究的问题。本文针对智能电网管理模式的要求,开发了一种多模式的智能操作票系统。它与EMS系统一体化设计,共享SCADA实时数据库、CIM模型和SVG图形,实现了图库模免维护。采用通用的电网认知模型,电网设备完全面向电力系统对象描述,拓扑网络分析对电网结构进行网络重构,从建模的角度提高了系统的通用性。以拓扑分析为基础设计推理机,使系统更具智能性。采用全网拓扑防误和站内间隔严格闭锁的多层次的防误方案,保证开票的质量。面向调度倒闸操作流程安全内控工作标准的流程管理,大大提高了操作票流转的可靠性和工作效率。本文开发的操作票系统开票方式灵活,具有智能成票、手工点图成票、短语成票等多种开票方式。目前已经应用于福州、莆田等调控中心,运行情况表明系统具备很好的稳定性、安全性和智能性,提高了成票合格率和工作效率。

【Abstract】 Operation ticket system is an important measure to guarantee the safe operation of the power system. Compiling operation ticket is one of the most important daily works for the power system dispatchers. It is of great significance for the security and stability of power system to write a high-quality operation ticket. At the present time, most of the operation systems can achieve intelligent inference of simple dispatching tasks but can’t do anything without writing operation ticket with the computer instead of hand for complex dispatching tasks, besides, it can’t completely realize the security check. Many systems need maintain the graphic and model database on their own because of the off-line development. With the amplification of the power grid scale and the promotion of the large scale operation system, the equipment of the regulation and control center is more and more and switching operation becomes more frequent, which requires more reliability for power supply. In this case, the present operation ticket system can no longer satisfy the demands of the management model of the smart grid. Accordingly, researching and developing a set of integrative and intelligent operation ticket system is worthy of an in-depth study.In order to adjust to the management mode of smart grid, the thesis develops a multi-mode intelligent operation ticket system which is integrated with Energy Management System and shares its real-time data base, Common Information Model and Scalable Vector Graphics. Electric equipment is described by object-oriented approach and grid structure is made up by topology network analysis, which makes the system more general on the model. It makes the system more intelligent to design inference engine based on topological analysis. The multi-level anti-misoperation program including topology anti-misoperation in entire network and interval atresia in the substation is researched and adopted to ensure the quality of the operation ticket. It greatly improves the reliability of the operation ticket flow and work efficiency to optimize process management of operation ticket.The system has been put in operation in the regulation and control center of Fuzhou and Putian Electric Grid. The results of running show that the system has good stability, security and intelligence and increases the percent of pass and work efficiency.
