交通拥堵收费对居民出行方式选择的影响研究

【摘要】 我国自改革开放以来,经济得到突飞猛进的发展,与此同时,城市化水平也大幅提高。农村富余劳动力向非农业和城市转移,城市人口的急剧膨胀,使得城市交通需求迅速增加。城市小汽车的数量快迅速提高,使得我国大中城市交通状况不断恶化,交通拥堵成为城市中普遍且日益严重的现象。而传统的通过增加交通供给措施改变当前交通状况效果并不理想,越来越多的学者倾向于结合交通需求管理措施来解决交通现状。交通拥堵收费交通需求管理的有力措施之一,被交通管理部门和经济学者普遍看好。其对于改变人们的出行方式,缓解交通拥堵的现象具有重要作用。论文从居民个体角度出发,从理论上说明了交通拥堵的定义以及产生的原因,交通需求管理的概念,以及交通拥堵措施在交通需求管理中的重要性。其次介绍了北京当前的社会经济和交通发展状况,得出北京当前实施交通拥堵收费措施是必要和可行的。然后文章重点介绍了文中使用的MNL模型的原理及推导过程,并且对于交通拥堵收费和交通出行方式选择的适用性进行了论证,确定出行选择模型并且分析交通拥堵收费对居民出行选择的影响。并且以北京市为例,对于部分居民进行抽样调查获取数据,说明了不同水平的交通拥堵费用对于居民选择小汽车和公共交通工具的概率是不同的,从而导致了两种出行方式的分担率不同。最后结论及展望部分,提出了文章最后得出的结论和有待研究深化的问题。全文主要运用了理论分析、模型分析与实证分析相结合,定性分析与定量分析相结合的方法。利用调查问卷以及网站等渠道所获得的数据,结合理论模型,对于人们出行方式选择的影响因素进行了参数估计,并且分析论证了出行费用对于出行方式选择的影响,在实证的基础上对于北京市实施交通拥堵收费提出了相应的政策建议。文章主要创新点在于从出行居民个体出发,将交通拥堵收费作为影响居民出行方式选择行为的因素之一,预测了收取不同水平的交通拥堵费用,小汽车与公共交通出行分担率的变化问题。
【Abstract】 Since our country’s reformation and opening up, economic development made a spurt of progress.At the same time, the population of city grew very fastly. Surplus rural labor was transferred to city.The expansion of population brougt the city a a mount of traffic demand.The number of cars in city rose quickly, making traffic conditions worsen day by day. Traffic jam became a general phenomenon. Congestion charges as one of the effective measures of traffic demand management, can produce an important effect in alleviating city’s traffic conditions.From the individual perspective, the paper introduced the defination and causes of traffic congestion theoretically, explained importance of congestion charges in traffic demand management. Then introduced the MNL model that is important in the paper analysed the effect of congestion charges on residents’choices in travel modes. Finally, taking Beijing as an example, illustrated at the different levels of congestion charges, the travel sharing ratio between car and public transportation was different.The paper combines theoretical analysis and model analysis with empirical analysis,as well as qualitative analysis with quantitative analysis.The main innovation is introducing the congestion charges how impact residents’choices in travel modes and forecasting the traffic sharing ratio between car and public transportation under different levels of congestion charges.
