【摘要】 当前的中国,正处于社会的转型期,不仅体现为政治、经济、文化领域的转型,也体现为大众媒介变迁带来的社会信息结构和媒介观念的转型。随着社会信息化进程的加速,网络、手机等新媒介的普及,社会舆情赖以生存的传播渠道在急剧扩张,人们迎来了一个人人都拥有发言权的时代。原本处于隐匿状态的我国社会舆情达到了前所未有的外显程度,由于传统民意表达不畅通而被压抑的民众表达意愿得到宣泄和释放。面对舆情网络模式的外显表现,我国政府如何利用网络渠道监督社会舆情,从而畅通民意表达渠道,完善社会表达机制,做到倾听民意、理解民意、尊重民意,成为我国政府新时期提高执政能力、完善公共管理的要义。本文基于我国要建设阳光型的政府,构建和谐的信息环境的时代背景,就网络舆情这一热门话题进行了深层次的探讨,将政府网站对网络舆情的引导功能作为研究重点进行分析。文章从政府网站和网络舆情概念出发,介绍了我国政府网站现状与网络舆情的特点、影响、成因及发展规律；主体部分首先阐述了政府网站和网络舆情的关系,并结合我国政府网站的网络舆情引导状况,对政府网站在舆情事件当中发挥的作用进行了研究,发现其不足之处,提出改进政府网站舆情引导功能的具体策略,为政府网站改善网络舆情引导功能提供参考。更多还原

【Abstract】 Today’s China is in the social transition period, not only reflected in the political, economic and cultural fields, but also embodied in the information structure and social transformation of the media concept with the mass media changing. Along with the social information processing up and the popularization of new media such as Internet, mobile phones, the survival of transmission of social public opinion channels are radically expanding, so people welcomed a everyone have their voice since the age of the media. Originally in the implicit state of the Chinese social public opinion is to reach unprecedented explicit degree and released that as the traditional opinion expression is depressed. Facing the public opinion of the network mode explicit expression, our country government how to utilize the network channel supervision and social public opinion, and public opinion expression unblocked channel, perfect social expressing mechanism in order to listen to the public opinion, understand, and respect the public opinion polls, becoming the essence of our government in the new period to improve the governing capacity and improve the public management content.Basing on the construction of our country to sunshine type government and constructing the harmonious environment of the background, this paper have network public opinion the hot topic a deep discussion, and analysis the government web’s network public opinion guide function. The article introduces the concept of public opinion and government network, then, it analyzes the concept characteristic and the law of network public opinion.
