【摘要】 近年来,全球社会经济发生了重大而深刻的变化,最突出地表现为全球化和地方化知识经济的出现和蔓延。在这个过程中,无论是发达国家还是发展中国家,都出现了一些新兴的快速发展区域和具有较高创新能力的产业集聚区,集中表现为大批量的信息组织联盟、学科集群和产业集群的出现进而兴盛,成为国民经济和区域增长的引擎。本文研究跨系统协同信息组织联盟,意在通过协同管理,使跨系统组织联盟成员能够通过信息资源的优化配置和重新整合,相互配合,共建共享,避免不必要的资源重复和浪费,从而适应新时代要求的变化,发挥出整体最佳效能状态。具体包括四个部分：第一部分是对跨系统协同信息组织联盟相关理论的阐述,将跨系统协同信息组织联盟的构建背景从理论上进行总结梳理；第二部分是跨系统协同信息组织联盟架构研究,通过跨系统信息组织联盟社会需求以及整体功能分析,构建跨系统协同信息组织联盟体系结构和运行管理模式；第三部分是从现实角度探讨跨系统协同信息组织联盟体系的实现途径；第四部分则是基于学科集群与产业集群的信息组织联盟协同创新实证分析,并对河南省双集群协同创新现状进行了分析概括,提出了发展对策。更多还原

【Abstract】 With the rapid development of information technology, Global social economy has great and profound changes. The most prominent globalization and localization is the spread and mergence of knowledge economy. In this process, both developed and developing countries, there are some rapid development industry gathering areas of the region and high innovation ability, concentrated expression for a large amount of Information organization alliance, subject cluster and industrial cluster’s appearing and flourishing. They become the regional growth engine of the national economy.This paper studies on cross-system collaborative Information organization alliance, make the cross members through the information system can optimize the allocation of resources and integration, and cooperate with each other, sharing and avoiding the unnecessary repeat and waste of resources, so as to adapt to the new requirements of The Times change, then displays the best efficiency of the whole state. Specific details include four parts:the first part is the theoretically summarize of cross-system collaborative Information organization alliance’s background. The second part discusses the construction of cross-system collaborative Information organization alliance. Build the across-system structure and operation management mode on cross-system collaborative Information organization alliance through the analysis of the cross system Information organization alliance society needs and overall function. The third part explores the realization ways of the cross-system collaborative Information organization alliance system. The fourth part, based on analysis the empirical researches on discipline clusters and industrial clusters of information organization alliance collaborative innovation, then analysis the double cluster collaborative innovation in Henan province, and put forward to some development countermeasures.更多还原
