建筑保温工程全寿命周期管理研究

【摘要】 我国自上世纪八十年代提出建筑节能保温,并出台一系列规范性政策。但实践发现,如今外墙保温工作却又诸多问题,原因是外墙外保温工作是一项系统性、整体性的工程,一个环节出错,都会给后续工作带来不利,也必将影响日后的使用效果。由于外保温技术在我国起步较晚,该技术对于设计、施工、监理及政府监管部门是一个新的课题,一系列管理理论、评政策法规还未出台,外墙外保温总体成绩不容乐观。本文站在全寿命周期的角度,综合考虑技术、经济、政策等因素,从各个参与方的责任进行研究,分析问题,找出症结,提出建议。要使保温节能技术得以充分发挥,就要在各个阶段采取积极措施。结合节能保温技术的特殊性,在各参与方的职责范围内,如何切实履行自己的职责,提出新的管理理念、新的工作方法、新的发展模式是本文努力实现的创新点。本文的研究内容和工作归纳如下:(1)提出了设计单位在节能保温设计中应遵守的设计标准和原则。在造价估算方面,运用价值分析方法,确定最佳性价比的保温材料。根据设计单位的特点,提出新的发展模式意见。(2)总结了建设过程中甲方、乙方、监理方应注意的事项,如何相互配合保证节能保温工程的质量,并针对保温材料的易燃特性,提出日常安全保管意见。(3)提出了物业单位在节能保温建设工作中方面应做的相关事宜,和日常维护工作的具体要求。(4)政府如何有效的管理提出建议,包括对公众的宣传、法律法规研究、激励政策研究、采暖收费制度改革等。

【Abstract】 In the1980s, China proposed Energy-saving Insulation idea, and introduced a series of regulatory policies. To the current, external Insulation technology on exterior wall occupy the entire market. But the practice discovers that many problems occur in exterior insulation work, it is the reason that external insulation work is a systemic project, one section makes mistakes which would cause adverse effect in future work, and influences service quality. Because our country external insulation technology starts later, Desig、Construction、Supervision and Government Control to the technology are a new subject, a series of manage theory and policy still don’t come out. The grade of Exterior Insulation are looking blue.In this paper, from the view of life-cycle theory, to research the responsibility of every side, and analyze problems, finding out the reasons, giving suggestions. If bring saving energy technology to the full, We should adopt the active measures in all periods. Combined with the particularity of saving energy technology, within the limits of the participants’official duty, how to performs their duties in practically, putting forward new management ideas、new method of work、new developing pattern are the innovation spot of this paper. The thesis starts according to the following points:(1) Putting forward that design department would keep to the design standard and principle, in Cost Estimate,use Value Analysis and identify the most competitive C/P ratio Insulation Material. According the feature of design department, and new development suggestion would be pointed out.(2) To Summarize what problems that Party A、Party B、supervisor should pay attention to in the construction process, how to cooperate with each other to ensure the quality of saving energy engineering. According to the flammability characteristics of insulation material, make suggestions for daily safekeeping.(3) Propose what related issues that management branch should to do in Thermal Insulation Construction, and specific requirements of daily maintenance work. (4) Put forward suggestions for the Government to management effectively, including that public promotion, laws and rules study、 encouragement policy reform of heating charges, etc.
