山东省产业结构调整与劳动力结构优化的互动关系研究

【摘要】 产业结构升级和劳动力结构优化之间的相互作用对经济发展有着重要影响,学者们对此做了大量研究,取得了一些很好的效果。产业结构与劳动力结构的协调发展研究,对山东省产业结构调整和劳动力结构优化有重要意义。综述了产业结构与劳动力结构互动的国外相关理论,国内研究的进展和主要的研究方法。总结出产业结构与劳动力结构互动的一般机理。通过收集统计年鉴的相关数据,研究山东省产业结构和劳动力结构的变化趋势,并与国内外进行比较,得知山东省的产业结构和国内外相比有较大升级空间,劳动力结构和国内外相比明显落后。通过计算山东省的比较劳动生产率、就业弹性、结构偏离度和协调系数指标研究两者之间的互动关系,可以得知,山东省现阶段第二产业仍是吸纳劳动力的主力军,山东省产业结构和劳动力结构的协调性需要进一步调整完善,二者之间依然存在偏离。运用EVIEWS5.0软件进行协整检验,可以得知,山东省第一产业增加值与就业人数不存在长期稳定的均衡关系；第二产业和第三产业增加值与就业人数存在着协整关系,第三产业的发展是山东省重点应该关注的问题,是解决就业的一个重要途径。对山东省产业结构与劳动力结构的互动发展,提出以下建议：深化户籍制度改革、完善社会保障制度、强化政府的政策引导作用；消除劳动力流动的外在壁垒、加快市场信息化建设、加强市场服务机构建设；创新发展第一产业、巩固发展第二产业、加快发展第三产业、城市化进程合理发展；加大教育投资和培训力度、创造就业条件。更多还原

【Abstract】 The interactions of industrial structure adjustment and labor structure optimization played an important impact on economic development. Scholars had done a great deal of researches on this field and made good effects. The coordination development of industrial structure and labor structure had important significance to the Shandong’s industrial structure adjustment and labor structure optimization.The relevant theory of foreign, the progress of domestic researches and the principal methods were overviewed. The general mechanisms of their interactions were summarized. Through the collection of statistical data the trends of industrial structure and labor structure were studied and were compared with domestic and international trends. There is a great upgrade space of industrial structure and labor structure between Shandong province and foreign.The interactions were studied by comparative labor productivity, employment elasticity, structural deviation and coefficient coordination. At this stage of Shandong province, the second industry is still the main force of labor absorbing. Through EVIEWS5.0to do cointegration test, we can see that, it did not exit long-term equilibrium relationship between value-added of the primary industry and number of employed persons. There was a cointegration relationship in the secondary industry and tertiary industry. The tertiary industry was an important way to solve the employment.Promoting interactive suggestions such as:to deepen the reform of household registration system, improving the social security system, strengthening the role of government policy guidance; eliminate external barriers to labor mobility, speed up the construction of market information, strengthening markets institution-building; innovation and development of primary industry, secondary industry to consolidate development, accelerate the development of tertiary industry, the rational development of the urbanization process; increase investment in education and training efforts to create conditions of employment.更多还原
