【摘要】 目前，全球经济已进入“服务经济时代”，现代服务业已经成为国民经济中的主要推动力量，也是一个国家或地区经济发展水平高低的重要标志。旅游业是现代服务业的重要组成部分，具有依附性、渗透性、扩散性的特点，它的发展将有力地带动现代服务业的快速发展。正因为如此，旅游业对现代服务业的贡献度和拉动作用越来越受到广泛的关注和研究。山东半岛蓝色经济区是我国批准建立的首个国家级海洋经济区，拥有3000多公里的海岸线，海域面积广大，海洋旅游资源丰富，旅游业在调结构、带转型、带投资、带文化、促内需、促就业、促增长等方面发挥着其他产业所不可替代的作用，己经成为经济发展新的增长点。因此，探索如何发挥旅游业的带动作用，促进现代服务业快速发展，提升区域经济综合竞争力，是迫切需要研究的重要课题。本论文在对山东半岛蓝色经济区旅游业和现代服务业发展现状进行分析的基础上，对蓝色经济区以旅游业带动现代服务业发展的优势条件和面临的问题进行研究，并提出相应的对策建议，为山东半岛蓝色经济区建设和有关部门制定旅游发展政策提供决策依据，也为转变经济发展方式，调整产业结构，促进区域经济发展提供一个新的发展思路和方向。第一部分是山东半岛蓝色经济区以旅游业带动现代服务业发展的理论研究。从旅游业和现代服务业的内涵和特征切入，阐述了旅游业与现代服务业之间的关系，并对国内外以旅游业带动现代服务业发展的趋势和相关理论进行全面分析。第二部分主要阐述山东半岛蓝色经济区以旅游业带动现代服务业的发展基础和优势。在分析区位、生态环境、经济和社会、旅游业和现代服务业发展状况的基础上，阐述以旅游业带动现代服务业发展的区位、旅游资源、海洋科技、旅游产业、政策和自然生态环境优势。第三部分主要分析山东半岛蓝色经济区以旅游业带动现代服务业发展问题和制约因素。提出山东半岛蓝色经济区以旅游业带动现代服务业发展尚未树立服务经济和大旅游的发展观念；旅游资源开发与保护关系不协调，资源优势未得到有效发挥；海洋文化内涵挖掘不足，旅游产品和旅游服务的质量不高；现代科技支撑旅游业发展的作用不明显，旅游产品科技含量较低；旅游产业结构不合理的矛盾依然突出；现代服务业发展水平不高，旅游业融合带动作用未得到充分发挥的问题，并从旅游业管理制度、人才队伍建设、区域旅游交通设施、环境承载力四个方面分析了旅游业带动现代服务业发展的制约因素。第四部分提出要发挥区域旅游业优势，转变服务业和旅游业的发展观念，进一步提高对发展旅游业的认识；突出旅游资源特色，围绕国民休闲度假市场，建设海洋休闲度假连绵带；健全现代旅游产业体系，延长旅游产业链，形成对现代服务业发展的带动力；转变旅游发展方式，增强旅游业的融合带动能力；加强海洋文化旅游精品建设，促进旅游业与文化产业融合发展；建设旅游特色经济园区，发挥旅游产业集群的带动作用；积极推进区域旅游一体化进程，进一步完善旅游服务体系；加快旅游政策体系建设，提高旅游业管理水平；重视海洋旅游资源和海洋生态环境保护等发展对策和建议。本论文将结合山东半岛蓝色经济区发展实际，抓住旅游业依附性、渗透性和扩散性的特征，围绕旅游业的现代服务业特征，把旅游业与现代服务业有机结合起来，深入系统分析了山东半岛蓝色经济区以旅游业带动现代服务业发展的优势条件、存在问题和制约因素，研究、提出了推进山东半岛蓝色经济区以旅游业带动现代服务业发展的对策和建议，体现了创新性，可为山东半岛蓝色经济区经济结构调整和转变服务业发展方式提供参考，为统筹推进“十二五”山东半岛蓝色经济区现代服务业的全面发展提供决策依据，对促进区域经济发展具有一定的理论参考价值和现实指导意义。更多还原

【Abstract】 At present, global economy has entered "service economy era". Modern service industry of nationaleconomy has become the main driving force, and an important symbol of a country or region economydevelopment level. Tourism is an important part of modern service industry, with the characteristics ofradiation ,dependence, penetration. Its development will powerfully driving the rapid development ofmodern service industry. Because of this, the contribution of tourism to modern service industry andpulling function has drawn more and more wide attention and research. Shandong Peninsula BlueEconomic Zone is approved the establishment of the first national Marine economic zones in China, withmore than 3000 km of coastline, broad sea area, rich Marine tourist resources . Tourism industry plays anirreplaceable role in promoting the transformation of development mode, industry structure transition,investment, culture and domestic demand, employment and other industry, already become a new growthpoint of economic development. Therefore, exploring how to play a leading role in promoting the rapiddevelopment of modern service industry, boosting the regional economic comprehensive competitivepower, is the urgent need to study. This paper based on the analysis of the Shandong peninsula blueeconomic zone and modern service industry tourism development’s present situation, exploring theadvantages and the problems of tourism industry driving the development of modern service industry inShandong Peninsula Blue Economic Zone, and put forward corresponding countermeasures, formulatepolicy to provide decision-making basis for Shandong Peninsula Blue Economic Zone construction andrelevant departments in tourism development ,also provide a new development thought and direction fortransformation of the mode of economic development , adjusting the industrial structure and promoting theregional economic development.The first part is the theoretical study of Shandong Peninsula Blue Economic Zone of tourism to themodern service industry development. From the content and features of the tourism industry and modernservice industry, this thesis described the relationship between tourism and modern service industry, andanalyzed the trend of tourism to the development of modern service industry comprehensively fromdomestic and abroad.The second part described the basis and advantages of Blue Economic Zone of Shandong Peninsula withtourism-driven to the development of modern service industry development. On the basis of the peninsulalocation, ecological environment, economic and social, tourism and modern service industry developmentoverview, it described the advantages of modern service industry development from six aspects as location,tourism resources, tourism, industry, natural environment, marine science and technology, and policies.The third part is mainly about the problems and constraints of the tourism development to modernservice industry development in Peninsula Blue Economic Zone. It described the problems from theconcept of development, industrial restructuring, tourism resources, driving mechanism, the cluster effecton tourism, and expounded four restricting factors as tourism system, infrastructure, policy implementation,and the environment carrying capacity.The fourth part proposed ideas and countermeasures for the blue-economic tourism in the area of theShandong Peninsula in regard of problems and constraints by the advantages of regional tourism. Itproposed that tourism development mode should be changed and the tourism industry structure should beadjusted around the marine leisure products and high-end tourism products, and play the role as associationleading , the integration effect, and the cluster effect to drive modern service industry development. Finally,provide strategies and proposals from the perspective of the concept of development, resource developmentand protection, to speed up the process of regional integration, government policy, technology and human resources.This paper will combine the actual development of the Shandong Peninsula Blue Economic Zone , seizethe characteristics of the tourism dependence , permeability and diffusivity, In-depth system analysis of ablue economic zone of Shandong Peninsula with tourism - driven development of modern serviceadvantages, problems and constraints ,proposed countermeasures and suggestions to promote the ShandongPeninsula Blue Economic Zone tourism to drive the development of modern service industry , reflects theinnovation. The paper could provide references for the economic restructure and transformation of serviceindustry development mode of Shandong peninsula blue economic zone. While provide decision-makingbasis to promote the overall development of the modern service industry of the twelfth five-year–plan, italso has certain theoretical references and practical instructions for promoting regional economicdevelopment.更多还原
