【摘要】 中心城市作为一定区域的经济“增长极”,在带动整个区域整体协调发展方面发挥着关键性的作用。本文以杭州为典型来研究中心城市与区域协调发展的一个侧面,即“省管县’体制下的中心城市如何突破行政体制的束缚,充分发挥对区域内周边县市的辐射带动作用,以实现区域经济协调发展。论文第一章简要说明了该研究的选题背景与意义,介绍了基本的分析方法、研究过程中的重难点和创新点以及研究思路等；第二章主要是相关概念与理论基础的介绍,系统地总结梳理了当前国内外关于中心城市的形成、发展、对周边地区带动作用及“省管县”体制等理论研究；第三章在分析中心城市的功能、与区域发展的一般性关系的基础上,从区域发展过程中日益拉大的现实差距出发,揭示出了“省管县”体制与区域经济协调发展过程中客观存在着的矛盾；第四章结合前述的理论与实证分析重点分析了影响中心城市发挥辐射带动功能的基本因素与体制因素等；第五章对影响中心城市功能与区域协调发展的体制因素——“省管县”体制的作用机理进行了深入的剖析；第六章结合前文分析,对“省管县”体制下的中心城市与区域经济协调发展提出了若干针对性的对策建议；第七章,总结本文研究结论并指出研究过程中的局限性。更多还原

【Abstract】 As a "growth pole" in a certain region, a central city with the function of concentration and radiation, has become an important role to strengthen urban competitiveness and coordinate the economic development of urban city and its region. Based on the empirical analysis of Hangzhou, this paper focus on one aspect of central city in a certain region, namely, how to break through the system bound of "Province Governing the County" and give full play of the radiation leading role as a central city to the surrounding counties.Specifically speaking, in the first chapter of the paper, it explains the backgrounds, importance and innovations, the basic methods of analysis, the difficultys and framework of the research, etc. It comes to the relative conceptions and theoretical foundation in the second chapter. In the third chapter, beginning with the function of central city in regional development, the paper presents the reality development gap which is becoming bigger and bigger, and then comes up with the objective contradiction of regional development in the background of "Province Governing the County" system. In the forth chapter, it selectively analysis the ultimate and institutional factors that impacts on the radition roles of central city. The fifth chapter focus on the mechanism analysis of "Province Governing the County" system. The sixth chapter proposes several conclusions and suggestions of this topic. And finally, it comes to the summary of this paper and of course, there are some shortages of the research.更多还原
