【摘要】 土地利用结构是人类活动在土地利用上的反映,土地利用结构不同所产生的效益不同。合理的土地利用结构能促进土地利用系统的持续协调发展以及土地利用的社会、经济和生态效益的提高。优化土地利用结构的目的在于提高土地利用率,特别是实现土地资源可持续利用。探讨土地利用结构的优化对解决土地资源在经济各部门之间合理配置和实现土地利用效率最大化具有重要意义。本文以保定市的土地利用为研究对象,分析该市土地利用及结构优化问题,以期对该市在经济发展中实现土地资源合理配置、提高土地利用的效率、保障经济持续协调发展等提供有价值的参考依据。首先,本文整理分析了国内外土地利用相关问题的研究进展及重点关注的问题,以相关理论为指导,对保定市土地利用现状在数量结构、空间结构分布上进行了分析,归纳出保定市土地利用具有耕地比重偏高、人均耕地数量较少、县域之间差异较大;林地集中在山区、园地集中在浅山丘陵;未利用土地面积大,裸岩沙地比重高,开发潜力较小;土地利用类型多,耕地相对集中,工矿用地规模小而分散等特点。同时,在土地利用中还存在耕地数量减少、农地非农化现象严重、土地利用效益较差、建设用地集约利用程度较低等问题。其次,从土地利用结构变化、土地利用程度变化、土地利用结构综合变化指数、土地利用结构信息熵角度对保定市土地利用结构动态变化进行分析,一是得出自然和社会经济因素的变化导致保定市土地利用结构的变化,其中社会经济因素是主导因素。二是保定市土地利用结构仍处于动态变化阶段,处于不断调整的过程中,且表现出逐渐趋于稳定的态势。在此基础上对保定市土地利用结构调整进行了趋势预测。再次,通过构建模型和设置相关变量,结合相关约束条件,得到了综合考虑社会、经济和生态效益的土地利用结构优化方案。优化后的耕地面积有所减少,这符合现状和未来社会发展要求;园地和林地面积有所增加,提高了土地利用的生态效益;建设用地增量基本保障社会经济发展中重大基础设施建设的需要,存量建设用地实现内涵挖潜,提高了建设用地利用率。最后,针对保定市经济社会发展现状和特点,提出土地利用结构优化的保障措施。更多还原

【Abstract】 Land use structure is a reflection of human activities on land use and different land use structure will produce different benefits. Rational land use structure promotes the sustainable development of land-use system, and improves the social, economic and ecological benefits of land use. Optimization of land use structure can improve the utilization of land use, achieve the sustainable development of land resources.Optimization of land use structure is of great significance in solving the rational allocation of land resources between sectors of the economy and achieving maximum efficiency of land use.This article takes Baoding as an example to study the question of land use structure utilization. .It is designed to provide certain references to solve the issues of land use in Baoding economic sustainable development, improve the efficiency of local land use and ensure coordinated development of economy.First, this article summarizes the related research progress situation and the focus concern both at home and abroad, taking correlated theories as the guide, and analyzes the land use status in number structure and space structure distribution. It induces characteristics of Baoding land use that higher Arable land share partial, less Arable land number per capita, larger differences between counties; Forest land concentrated in the mountains and Garden in shallow hills; larger not using land area, higher nude rock Sandy share, smaller development potential; more land using types, relative concentrated farmland, small and scattered industrial and mining enterprises .At the same time, there are some issues in the progress ,such as the reduction of cultivated land, serious non-agricultural land use phenomenon, less intensive construction land use.Second, it analyzes the dynamic changes of land use structure in Baoding from multi-angle of change amplitude, degree of land use, comprehensive change and information entropy of land use. Then it summarizes that natural and socio-economic factors lead to the change of land use structure in Baoding, and socio-economic factor is the dominant factor. Land use structure is in the stage of development and in the process of continuous adjustment. The change of land use structure shows the trend that gradually becomes stable in the progress of Baoding land use. On the basis of the analysis before, it gets the trend forecast of land use structure in Baoding. Third, through constructing model and setting up the related variables, in conjunction with the relevant constraints, it gets the land use structure optimization scheme which takes the social, economic and ecological benefits of land use into account .The cultivated land is decreasing in the optimization scheme and it meets the present and future social development requirements; Garden and forest area are increasing which improves the ecological benefit of land use; The incremental Construction land purposes to meet the needs of social development and the stock connotation land realizes connotation potential, improving the land utilization rate of construction land. Finally, in view of the current economic and social development and characteristic, this paper puts forward the safeguard measures in order to put the land use structure optimization scheme into practice.更多还原
