【摘要】 随着全球气候频繁的变化,全球对温室气体排放的关注越来越重视。欧盟在碳排放方面率先行动,建立了完善的碳排放交易体系和碳金融市场。通过几年的运行,不断调整和完善,取得了很大的成功。成为继美国二氧化硫排放交易市场之后又一个成功解决环境问题的市场案例。本文重点分析了欧盟碳金融市场尤其是欧盟排放交易体系(EU ETS1)的运行、发展和展望,总结分析了欧盟排放交易体系的经验,对EU ETS的碳金融市场进行了深入分析,对碳金融市场和产品的特点和表现进行了总结和评述。通过深入总结欧盟碳金融市场的经验和借鉴,为我国建立碳金融市场提出了若干政策建议和发展方向。更多还原

【Abstract】 GHG emission issue is more and more a g lobal concern with frequently changed weather globally. European Union take the first to active in carbon emission reduction. EU built a sophisticated carbon emission trading scheme and carbon finance markets. After several years’operation, EU adjusted the scheme and tried to improve it continually. The operation result showed a big success, which is a benchmark dealing with environment issue using market mechanism after USA’s SO2 emission trading market in the world.This paper focused on the analysis of EU carbon finance markets, especially EU ETS’s operation, development and prospect. I analyze the experiences of EU ETS and give a deep analysis of carbon markets, then give a summary and comments of carbon finance markets and products. These experiences and references which are driven from EU ETS are useful for giving advice for China to build carbon finance markets and guiding the development direction.更多还原
