S银行信息系统开发外包的实务研究

【摘要】 随着中国银行业与世界的接轨,部分国内银行开始效仿外资银行将部分业务外包出去的做法,银行业作为信息技术应用比较深入的行业,也较多地涉及信息技术外包,但由于处于起步阶段,还存在着外包无法有效实施、外包项目失控等问题。随着银行信息技术外包的金额和范围越来越大,如何平衡外包的效益与风险,如何有效实施外包管理也越来越引起业界人士的关注。但目前国内针对银行信息系统外包的研究较少,主要论文也局限于外包决策分析和外包风险管理等局部领域。本文试图从信息系统开发外包的整个过程入手,以S银行信息系统开发外包作为实务案例,在分析银行信息系统开发外包一般过程的基础上,结合层次分析法(AHP法)、服务水平协议和SA-CMM模型等相关理论展开论述,希望能提供一套提高外包项目整体绩效的方法。本文首先对信息技术外包作了一个总体上的概述,阐述了信息技术外包的概念分类、理论基础和驱动因素,并结合IS09000质量管理体系的PDCA理念,将信息系统开发外包分为了外包决策、外包执行和外包管理三个重要过程。在外包决策过程中,本文主要结合了外包决策的定性和定量分析方法,引入了层次分析法(AHP法);在外包执行过程中,本文又将层次分析法运用到外包商选择的过程中,同时在合同建立过程中引入了服务水平协议(SLA)的理念;在外包管理过程中,本文引入了SA-CMM模型。在以上三个过程,本文都结合了S银行的实际情况提出相应的改进意见。本文的研究不仅有助于帮助S银行提高信息系统开发外包的水平,而且也为国内其他商业银行提供了借鉴意义。

【Abstract】 With China’s banking industry catching up with the world’s standards, some domestic banks began to follow the example of foreign banks to outsource part of their business. The banking industry, as a more in-depth information technology industry, is related more to the information technology outsourcing, but because of in its initial stage, it still has some issues, such as no effective implementation of outsourcing, losing risk control method. With the amount and the scope of bank information technology outsourcing, how to balance the benefits and risks, how to implement the management has caused much attention. However, the domestic study on banking information system outsourcing is few and much of them are limited to the outsourcing decision analysis and risk management.This paper attempts to focus on the whole information system outsourcing process, and take S bank information system development outsourcing as a practical case. This paper based on the general outsourcing process, connects the analytic hierarchy process (AHP), service level agreements and SA-CMM model theory, to provide an overall method to improve the outsourcing quality.Firstly, this paper gives a general overview of information technology outsourcing, describes the concept、classification、theoretical basis and drivers of information technology outsourcing. Based on ISO9000 quality management system’s PDCA concept, this paper divide information system development outsourcing into outsourcing decision、outsourcing implement and outsourcing management three important processes. In the outsourcing decision process, this paper combines the outsourcing decision-making qualitative and quantitative analysis methods and introduces AHP method. In the outsourcing implementation process, this paper applies AHP method to the outsourcer selection process and establishes service-level agreement (SLA) concept. In the outsourcing management process, this paper introduces the SA-CMM model. In the above three processes, It is a combination of S bank’s actual situation corresponding improvements.This study not only helps to improve S bank’s information system outsourcing, but also provides other domestic commercial banks a reference.
