【摘要】 如何实现节能,如何维持可持续发展战略,是国家、社会、企业需要共同面对的课题。公共机构既是能源消费的重要主体,也是节能工作的一个重要领域。公共机构是全社会节能的领导者、倡导者和组织者,强化公共机构节能,不仅是构建和谐社会、缓解资源压力,实现国民经济可持续发展的必然选择；也是引导和推进全社会节约能源,建设节约型社会的有效途径；同时还是党政机关加强自身建设、整合自身组织文化的有益手段。公共机构节能的经济效应有限,但由此产生的社会示范效应和公共组织自身治理的发散效应意义深远。当前我国公共机构节能工作取得了一些成效,但在推动过程中也存在着一些问题,制约了节能型机关创建的持续推进。研究如何破除瓶颈,并以制度、机制以及技术支撑保障公共机构节能持续有效推进,笔者感到将是迫切和重要的。本文围绕公共机构节能展开系统研究,主旨在于通过阐述公共机构节能的现状,存在的问题,用理论分析来廓清节能工作开展的脉络,以国内外各级政府推进节能工作的经验和不足来充实节能工作实践的具体内核,以对我国现行节能政策的分析来理清节能工作推进的正确路径,最终操作层面给出政策建议。具体地说,第一章主要介绍论文研究的背景,全面介绍了国内外对节能工作研究的结论,同时也着力对本论文的研究对象—公共机构节能的有关概念进行了界定和说明。第二章全面分析了公共机构能耗的现状和影响,通过对公开发表的相关案例和数据的深入分析,详细说明了公共机构能耗的问题。第三章紧扣公共机构能耗现状中的问题,进一步从政策层面和理论层面来分析问题中的结症,并深入分析了产生这些结症的原因。第四章主要概括介绍了国内外成功推进节能工作的具体措施和好的政策。第五章为结束章,作者先梳理对节能工作的机制设计理论,从中提炼出机制设计时应关注的重点,最后有针对性地提出能够操作的政策建议。更多还原

【Abstract】 How to realize the energy saving, how to maintain the sustainable development strategy, is the state, society, enterprise need to face the issue. Public institutions is an important subject of energy consumption, is also one of the important energy conservation areas. Public institutions is the energy saving of the whole society leaders, advocates, and organizers, strengthen the public institutions and energy saving, is not only the construction of harmonious society, and the ease pressure, realize the national economy resources sustainable development of the inevitable choice; Also guide and promote the whole society to save energy and build a conservation-minded society’s effective way; At the same time or in party and government organs to enforce their own tissue culture construction, integrating the beneficial means. How to break the bottleneck, system, mechanism as well as the technical support for the security of public institutions remain effective promote energy conservation, the author feel will be urgent and important.This paper focus on public institutions on energy saving system research, is that the purpose of public institutions of the present situation of energy saving, problems, with the theoretical analysis to clear energy saving the work context, the domestic and foreign governments at all levels promoting energy conservation work experience and to enrich the lack of practice energy conservation work, specific kernel, With the current energy conservation policy analysis to promote energy conservation of the right to clear up the path from the point of view of the normative, eventually, and mainly from the operational level policy Suggestions are given.
