【摘要】 航空器维修工作是安全飞行的基础,必须进行系统科学的管理,如果维修工作稍有不慎就会给飞行安全带来极大地威胁,甚至造成不可挽回的损失。维修单位实现“有把握的安全”、“可靠的安全”、“持续的安全”目标的工作中,发挥着极为重要的作用。东航昆明维修基地依据中国民用航空局咨询通告：AC-145-15《维修单位的安全管理体系》的要求,建立起了安全管理体系Safety Management System(SMS),运用结构化的安全管理体系SMS来控制飞机维修运行中的风险：一方面,通过风险管理机制,及时识别运行过程中存在的危险源,将风险控制在可接受的范围内；另一方面,通过实施闭环的管理使运行安全状态始终保持在目标范围内；同时,通过形成积极的安全文化促进安全管理。东航昆明维修基地的安全管理体系SMS的建立及运行极大地提高了其安全管理水平。但如同航空业中的一条准则—“没有绝对的安全”一样,由于不可预测、不可控、以及人为因素等原因,也没有绝对完善的安全管理,东航昆明维修基地的安全管理工作也存在着或这或那的问题。本文通过理论研究、案例研究和实地调查等研究方法并依据安全管理体系SMS的理念,首先从“政策”、“风险管理”“安全保证”及“安全促进”四个方面对东航昆明维修基地安全管理现状进行剖析,然后探讨了其安全管理中存在的问题和原因,最后针对存在问题提出相应的对策。论文的研究成果对促进东航昆明维修基地安全管理工作,有效地降低其不安全事件的发生率,防止维修原因的飞行事故发生,有着重要的参考价值及意义。更多还原

【Abstract】 Aircraft maintenance is the basis of safe flight, which must been systematic and scientific managed. It will greatly threaten flight safety and even make irreparable damage if the aircraft maintenance haven’t been carefully treated. The maintenance unit play a significant role in the work of reaching aims of "certainty safety", "reliable safety" and "continued safety"According to the SB of CAAC:AC-145-15《SMS of the maintenance unit)) CEA Kunming Maintenance Base built a Safety Management System SMS), and use structured SMS to control risks in aircraft maintenance. On the one hand, we can timely identify the danger sources by risk manage mechanism, and control risks under the safe line; on the other hand, by implementing management, we can keep the operation safety status in a target range. At the same time, the positive safety culture promotes the safety management, and the SMS of CEA Kunming Maintenance Base greatly improves the safety management level.As the same as a criterion in aviation industry that "no absolute safety", because of some unpredictable, uncontrollable and subjective factors reasons, there won’t be absolute perfect safety management, we also have kinds of problems in safety management work in CEA Kunming Maintenance Base.This paper have firstly studied the SMS deeply, and then used methods of case study and investigation as well as theories of SMS to analyze the safety management situation of CEA Kunming Maintenance Base from points of "policy", "safety management", safety security" and "safety promotion",and then proposed solutions.
