【摘要】 进入21世纪以来,中国经济飞速发展,创造了史无前例的财富,城市化进程也随之加快,农村人口迅速进入城市。然而作为城市生存和发展基础性条件的城市基础建设由于种种原因却远远滞后于城市发展的需要,不仅成为限制我国城市生产和生活水平发展的瓶颈,同时也限制了城市结构的完善、功能和容量的扩展。因此在当前的现实下,用市场经济的办法解决建设资金问题,不仅是城市基础建设事业发展的内在要求,也是改革的方向,具有十分重要的理论意义和现实价值。本文通过对现有的城市基础设施建设融资方式进行概述。分析政府作为主要的融资方在基础设施建设项目融资渠道及其积极作用与局限性。在充分理解基础设施建设项目融资模式的基础上,结合昆明实际情况分析了昆明市基础建设融资中存在的问题及其根源。通过借鉴国内外城市基础设施建设项目融资经验与启示,从健全城市基础建设融资体制、完善城市基础建设管理体制、改善民间资本引入的环境和机制以及创新城市基础建设融资模式四个方面,提出了创新昆明市基础设施融资体系改革的新途径,为昆明市基础设施建设项目融资提出了具有建设性的建议。更多还原

【Abstract】 In the 21st century, Chinese economy developed rapidly, which created the unprecedented wealth, the process of urbanization also speeded up along it, and the rural population entered the city rapidly.However, for various reasons, as the fundamental conditions of survival and development of the city, urban infrastructure was lagged far behind the needs of urban development, which had been becoming a bottleneck in limiting the development of the production and living standards of urban in our country, and in the meantime, it also limited the improvement of urban structure, expansion of function and capacity. So, in the present realities, to solve the problems of construction funds by the way of market economy were not only the immanent demands of the development of urban infrastructure, but also the orientation of the reform, which had the important theoretical significance and real value.In this work, the positive role and limitations of government in the channels of the projects of urban infrastructure as the main financing party was analysed by summarizing the existing urban infrastructure’s financing method, the problem and its root in the infrastructure of Kunming city was studied by combining Kunming’s practical situation on the base of understand the projects of urban infrastructure’s financing mode in its proper. New way of the reform of Kunming city’s infrastructure’s financing system was proposed by completing the urban infrastructure financing system, perfecting the urban infrastructure management system, as well as improving the environment and mechanism of private capital, and innovating the urban infrastructure financing mode this four part by reference the financing experience and revelation of the urban infrastructure in home and abroad, which provided the constructive suggestions for the financing of the project of Kunming infrastructure.更多还原
