杭州市开拓国际科技创新合作研究

【摘要】 当今世界,国际竞争日趋激烈,科技进步日新月异。科技创新成为各国经济发展和结构调整的主要驱动力,成为一国经济实力和综合竞争的决定性因素。科技的发展离不开合作,经济的全球化更是加速了科技创新活动的国际化进程。世界各国积极参与国际科技合作,充分利用国际资源,进一步增强自身的科技创新能力和技术研发水平。目前,我国学者对国际科技创新合作的研究主要集中在对国家层面的分析上,而结合地方特色的、针对特定地域的国际科技创新合作研究还比较少。近几年,杭州市在进行国际科技创新合作方面做了很多努力,并取得了一定的成绩,但与国内一些发达城市相比,仍有较大的差距。因此,加强对杭州市国际科技创新合作的研究,积极探索国际科技创新合作中存在的问题,对杭州市建设创新型城市有着重要的意义。本文分析了近年来国内外推行国际科技创新合作研究的现状和发展趋势,借鉴发达国家在国际科技创新合作方面的成功经验,剖析了当前杭州市在建设创新型科技合作城市方面做出的举措。同时,采用调研、访谈等研究方法,结合国际合作发展现状中存在的一些问题,对杭州市国际科技创新合作的模式及努力方向进行初步探讨,试图为杭州市政府开拓国际科技创新合作提出有针对性的对策建议。更多还原

【Abstract】 Nowadays, international competitions become more and more fierce, and technology advances more and more quickly. Technological innovation has become a main driving force of economic development and structural adjustment, and decisive factors of a country’s economic strength and competitiveness .Technology can not develop without cooperation, globalization is also accelerating the process of internationalization of the scientific and technological innovation .Each country want to participate in international scientific and technological cooperation, in order to make full use of international resources to strengthen its technological innovation and R & D level.Presently, Chinese scholars’research of international cooperation focus on the national level, rather than local level. In recent years Hangzhou makes a lot of efforts in conducting international cooperation in science and technology innovation, and gets some achievement. But this is not enough competing with other big cities. Therefore, it is very significant to strengthen Hangzhou’s international cooperation of technology innovation research and to explore the problems of international cooperation in order to make Hangzhou an innovative city.This paper analyzes the implementation of international scientific and technological innovation at home and abroad of the recent years, learns successful experience of international cooperation of scientific and technological innovation from developed countries, and analysis the current construction conducting in Hangzhou.At the same time, this paper also studies the mode of international cooperation in science and technology innovation of Hangzhou with interviews and other research methods, in order to make countermeasures for Hangzhou government to develop international cooperation in scientific and technological innovation.更多还原
