面向移动运营商的采购管理信息化支撑平台开发与应用

【摘要】 随着中国电信业重组的启动,3G时代的到来,中国电信市场的竞争将更加激烈。作为资本密集型的企业,电信运营商纷纷意识到降低成本以获取竞争优势的重要性。电信运营商开始对企业经营及管理等各个流程进行改革优化。为了全面深化实施从优秀到卓越的新跨越战略,践行“正德厚生,臻于至善”的核心价值观,推进“一个中国移动”(One CM)卓越工程,充分发挥采购规模效应,创造企业成本优势,保障公司运营供给的健康长远发展,并最终构建一流供应链管理体系,广东移动正不断深化采购管理信息化建设的要求,将先进的技术和理念引入采购管理工作中来,不断优化采购管理信息化支撑平台。本文首先介绍了项目背景及发展历程。接着列举出采购管理信息化支撑平台所需要的关键技术,如基于SOA架构的服务接口,工作流引擎及单点登录。随后阐述了系统的总体目标,分析了业务流程,并从纵向采购和横向采购两个方面重点分析了整个企业采购管理信息化平台的业务需求。紧接着在第四章节从系统拓扑结构设计、软件架构设计、数据库设计及功能设计这几个方面描述了整个信息化支撑平台的系统设计。最后通过系统技术架构层次展现该系统如何实现,技术架构层次分为:表现层、控制层、持久层。1、表现层:表现层使用技术包括JSP、ExtJs、iReport。2、控制层:控制层是使用的是SSH,分别是Struts、Spring、Hibernate。3、持久层:采用Oracle 10g,目的是为了考虑到未来20个地市的业务流程所产生的巨大数据量。本文最终展示了在采购管理信息化支撑平台一体化建设、信息化支撑、可视化管理、项目管理和供应商管理的实现成果。

【Abstract】 Along with China telecom industry restructuring, the arrival of the era of 3G, China telecom market will be more competitive. As capital-intensive enterprises, telecom operators have realized that cut down cost is an important comparative advantage. They have begun reformation an optimization in the process of operation and management. Supplies have become a hot topic in 21st century economic activity, operators facing both the dual challenge of diversity and individual needs and vary pressures in the chains of procurement and supply.Deepen the new leap forward strategy——from good to great ,practice the core value——" Responsibility Makes Perfection",promote "One China Mobile" (One CM) excellence engineering, fully develop the scale of procurement effect, create the cost advantage, to protect operating and supply of the company in long-term development, and ultimately build a first-class supply chain management system, Guangdong Mobile is deepening procurement management information technology requirements, the introduction of advanced technologies and concepts to work in procurement management, constantly optimize the procurement management support platform.This thesis, firstly, introduces the construction background and the process history of this program; secondly, lists the techniques which are required by purchasing management information platform, such as the framework based on SOA services interface, workflow engine and single sign-on. Thirdly, elaborates the system’s overall goals, analyzes the business process and also analyzes the enterprise procurement management information platform for business needs from the longitudinal and transverse procurement. In the Fourth Chapter, this thesis describes the information support platform design from the system topological structure design, software architecture design, database design and function design . Finally, the system technical framework shows how the system implementation level carries out. The technical architecture level is divided into: the presentation layer, the control layer, the persistence layer. Firstly, the presentation layer using techniques of JSP, ExtJs, iReport. Secondly, control layer is to use the SSH, including Struts, Spring, Hibernate. Thirdly, the persistence layer adopts the Oracle 10g, inoder to consider the future of 20 ground city business processes generated by the huge amount of data.Finally,This thesis shows the result of the integration, information support, visual management, project management and supplier management system of the procurement management support platform.
