基于平衡计分卡的工程项目绩效评价体系设计与应用

【摘要】 在高科技产业迅速发展的今天,平衡计分卡(Balanced Scorecard)己被广泛应用于处理众多的各种各样的一次性任务,成为社会管理和组织管理现代化的重要内容。其通过对财务、顾客、内部流程、学习与成长四个层面做业绩评价。本文以南沙项目为例,设计了指标评价体系,并针对内部流程进行了深入的分析。分析了其设计原则、设计指标、评分方法等一系列活动,采用AHP (Analytical Hierarchy Process)层次分析法对指标评价体系运行的有效性进行评价。针对运行中存在的问题,提出保障措施,以持续改进工程项目指标评价体系。本文第一章介绍了研究背景和研究意义、国内外研究现状以及研究方法;第二章讲述了平衡计分卡在工程项目绩效评价中的应用分析,包括平衡计分卡的应用条件及工程项目应用平衡计分卡的必要性和可行性分析;第三章基于平衡计分卡的工程项目绩效评价指标体系进行研究,介绍了工程项目四个维度的划分与指标选择依据,设计出了绩效评价指标体系;第四章对工程项目绩效评价的综合量化方法进行研究,介绍了指标权重设计方法——AHP;第五章应用案例部分,对南沙项目做了绩效评价指标体系的层次分析,确定了权重,并做了权重组合及层次总排序,并对该案例做了评价分析,最后对各要素出现偏差的原因做了分析并且针对这些原因,在导师和各位专家的指导下,运用自己所学的知识找到解决实际问题的对策,对策涉及到客户需求导向、注重投资技巧、加强核算管理、重视创优获奖、控制关键人员流失五个方面。

【Abstract】 In the rapid development of high-tech industry today, the Balanced Scorecard has been widely used to deal with a large number of one-time task and plays an very important role in modern management and social organization. The performance evaluation system includes four levels, they are financial, customer, internal business process, learning and growth. This paper designs an evaluation system on case of Nansha project and selects the internal process as an in-depth analysis, the research includes a series of activities such as design principles, design index and scoring method. It evaluates the effectiveness of the system by using Analytical Hierarchy Process. It proposed security measures to solve the existing problems in order to continually improve index evaluation system of engineering projects.The first chapter introduces the research background and significance, research status and research methods; The second chapter describes the Balanced Scorecard Project Evaluation of the performance analysis, including the application conditions of the Balanced Scorecard and the necessity and feasibility analysis of the Balanced Scorecard; The third chapter designs a project performance evaluation system by the four dimensions and indicators based on the Balanced Scorecard; Chapter Four studies on comprehensive quantitative methods, introduces the Analytical Hierarchy Process-AHP; Chapter Five, Applications part of the Nansha project, deals the level of performance evaluation index system analysis to determine the weights and gets a total weight of composition and level of sorting, evaluation and analysis of the case given; At last, it points out the reasons for the deviation of the elements were analyzed. For these reasons, under the guidance of my instructor and experts, I find solutions to practical problems measures using my learned Knowledge, these measures related to customer demand-oriented, focusing on investment in skills, strengthen accounting management, attention to excellence award, the control of loss of key personnel.
