【摘要】 清洁发展机制(CDM)是1997年《联合国气候变化框架公约》第三次缔约方大会(COP3)通过的,为协助附件I国家实现温室气体减排承诺的一种灵活履约机制。CDM的出现为我国在温室气体减排领域进行国际融资弥补国内建设资金不足提供了新的领域和机会。本文研究的目的就是对目前现行的CDM投融资模式进行进一步的探讨,构建基于地方间的CDM投融资合作。在对现行的CDM投融资的相关理论研究的基础上,提出了建立我国地方间CDM投融资模式的构想,并探讨了地方间CDM投融资模式的内涵。基于这一设想,本文分析了当前CDM投融资模式的发展现状,提出了目前现行的CDM投融资合作局限于国与国之间,根据CDM投融资的原理,以及我国区域经济发展的不平衡,可以将CDM投融资方式应用于我国各地方间,从而进一步提出了建立我国地方间CDM投融资模式的构想。本文应用AHP(Analytic Hierarchy Process)层次分析法,通过定性与定量分析相结合对我国构建地方间CDM投融资环境情况进行综合分析以证明这一构想在我国具有一定的可行性,由于层次分析法本身的局限性,所以在我国地方间CDM投融资模式的构建研究中,结合博弈论的研究方法,进一步证明这一设想的科学性、可行性。对我国地方间CDM投融资模式的构建研究,主要是借鉴现行的CDM投融资模式从结构、机构与运作程序的角度进行构建研究。最后,本文从加强政府CDM相关能力建、引领地方政府与企业利用CDM投融资的角度,提出了构建我国地方间CDM投融资模式的政策建议。更多还原

【Abstract】 Clean Development Mechanism (CDM) is adopted on the Third Conference of the Parties(COP3)of "United Nations Framework Convention on Climate Change".It is a flexible compliance mechanism to assist Annex I countries achieving greenhouse gas emission reduction. The emergence of CDM financing has provided new areas and opportunities for our county to make money to develop domestic economy.The purpose of this study is to make further discussion of the current CDM investment and financing model, as well as to build CDM investment and financing cooperation between local governments. Based on the study of current CDM theories ,this thesis abtains the definition of the new model and analyzes the current development of CDM investment and financing model , The thesis obtains the limitation of the current model is just building between countries. According to the principles of CDM investment and financing, as well as the imbalance of China’s regional economic development, CDM investment and financing can be applied to our local governments, so China can build investment and financing model between local governments. In comprehensive analysis of building our local governments’cooperation of CDM investment and financing,With a combination of qualitative and quantitative analysis ,I use AHP(Analytic Hierarchy Process) to make sure the model can be used in our country .With the limitations of AHP , I use game theory to study the construction of the model to make sure the model is scientific and workable.the construction contains the struction、mechanism and operation.
