水质预警信息自动分级和安全发布技术研究

【摘要】 水质预警信息发布系统是水质预警系统的核心,在发生水质警情之前便能够将水质警戒信息通过多渠道准确实时地发布到用户终端,对保障饮用水安全,提高快速应急能力具有重大意义。本文结合国家水体污染控制与治理科技重大专项(以下简称水专项)“水质安全评价及预警关键技术研发与应用示范”课题,着重开展预警信息的自动分级、预警信息的安全发布等问题的研究和应用,针对多示范地的水质预警系统需求,设计开发能够自动分级和安全发布的水质监控预警信息发布平台,实现预警信息的多渠道发送和多终端接收。论文的主要研究内容和成果有:1.针对渐变性的水质污染事件,研究了基于水质指数的水质评价技术,通过单因子指数法和综合指数法实现了评价分级,进而结合污染物影响范围、影响时间等因素,构建了水质预警的分级方法。2.针对突发性的水质污染事件,研究了水质污染物和常规水质参数的相关性,提出了间接式水质事件检测方法,旨在通过分析常规的在线水质监测数据,间接检测突发污染事件的发生。3.鉴于水质预警信息发布内容的特殊性和点对点短信发布可能存在的安全性问题,开展了数据加密算法的研究,开发了服务器端的数据加密程序和基于Symbian OS的智能终端解密应用程序,以提升信息发布的安全性。4.将水质预警信息的自动分级和安全发布功能在水质监测预警系统进行集成,实现了从“预警分级-信息生成-发布-解密显示”的一体化发布流程。针对多样化的水专项示范地需求,提出信息发布平台的通道切换技术,以提升信息发布的可靠性。总的来说,水质预警信息自动分级和预警信息的安全发布是城市供水水质监测预警系统中的重要环节,论文的主要研究成果已投入了实际应用,效果良好。

【Abstract】 Security dissemination of early-warning information is one of the important functions to water quality early-warning system. It can precisely release the real-time water quality warning information to user terminals through multiple channels before the occurrence of water quality events, which have a significance on ensuring the drinking water safety and improving the rapid emergency response capability.Combining with the research and application of water quality safety assessment and early warning technology supported by the National Key S&T Special Projects "Water Pollution Control and Treatment" (WPCT), this thesis mainly focuses on the investigation and application of automatic classification and security dissemination of warning information; water quality monitoring and early-warning dissemination platform design and development; and accomplishing the functions of multiple-channel sending and multiple-terminal reception of the early-warning information with variety requirements of the demonstration cities.The main achievements of this thesis are listed as follows:1. To the gradual water pollution events, the water quality assessment based on water quality index is adopted. The assessment of water quality is accomplished with both the single-factor index method and the comprehensive index method. Combining with the influenced range, duration and other factors of contaminants, the early-warning grade of water quality is obtained.2. To the emergent water pollution events, a water quality event indirect detection method is introduced, according with the research on the coherence of contaminants and the regular water paramenters, aiming at detecting abnormal water event indirectly based on regular on-line water quality data.3. Due to the particularity of water quality information and the possible safety issue coming from point-to-point message dissemination, data encryption algorithm is studied. Data encryption application of server-side and data decryption application of smart client-side (e.g. Symbian OS) are developed in order to improve the security of information dissemination.4. Automatic classification and security dissemination functions of water quality early-warning information are integrated on water quality monitoring and early-warning system. Besides the information management functions on the server platform, an integrated dissemination process including classification, data encryption, information generation, message dissemination, data decryption and message display are completely developed. The channel switching technology of information dissemination platform is also applied to improve the reliability of information dissemination.In general, automatic classification and security dissemination of early-warning information is an important link of urban water quality monitoring and early warning system. Main research results have already been put into practical application.
